**Job Purpose**:
To determined and implement Corporate Accounting policies and procedures and co-ordiante the preparation of the operating and capital budgets, the Annual Financial Statements and respond to the Auditor General queries.

**Key Responsibility Areas**:
Provide strategic direction to the unit in the performance of its functions.

Determine what IT systems are appropriate for the unit to achieve its outcomes.

Determine future funding requirements to finance the budget of the city.

Provide a financial and accounting support service to all clusters of the council.

Implement efficient and effective financial controls and keep up to date with proposed accounting standards, new legislation and influencing the final outcome.

Review all tariffs of the Council.

Undertake annual assessments of the costs of providing various services to ratepayers.

Manage staff and ensure that adequate training is provided to develop more skills within Unit.

Ensure the formulation, development and implementation of the relevant policies, procedures, practices and programmes.

Provide strategic input in evelopment of projects and programs in the IDP in rspect of financial viability sustainability.

Provide startegic input in development of projects and programs in the IDP in respect of financial viability and sustainability.

Monitor the effective functioning on the JD Edwards system.

Advise the Deputy City Manager Treasury on the performance of the unit.

Responsible for the budgetary requirements and performance of the unit.

Deal with the ad-hoc issues that fall within its terms of reference of the unit.

**Essential Requirements**:
CA (SA) and chartered member of CIGRFARO or become a chartred member within 24 months of date of appointment.

Must be in possession of National Treasury MFMA minimum competency qualification (NQF6) OR Must obtain a National Treasury MFMA minimum competency qualification (NQF6) within 18 months of date appointment.

Valid motor vehicle drivers licene (Code B).

7 years relevant experience at a management level with appropriate knowledge of the Public Sector of which at least 2 years must be at a senior management level.

**Preferred Requirements**:
Relevant post graduate qualification in Management.
