**Main purpose of the job**:

- Serve as Programme Head responsible for the current PEPFAR-funded HIV treatment and care programmes across the APACE District Support Partnership (Lejweleputswa District, Free State) and Key Populations (Sex Workers & Trans* populations) Programme (Gauteng, Limpopo, Western Cape & Eastern Cape) and support the Gophelega Programme in Gauteng Province

**Location**:

- **Johannesburg (Hillbrow/Parktown) with significant domestics travel requirements (up to 35%) primarily to Free State, Western Cape, Eastern Cape and Limpopo**

**Key performance areas**:

- Support the development and implementation of the respective programme Care and Treatment strategies within national and international guidelines and funder provisions and regulations
- Ensure that programmes are technically sound, evidence-based, appropriate and responsive to local needs
- Provide leadership and ensure the design, analysis, and synthesis of interventions are accurate and based on the most up-to-date evidence and best practices
- Ensure the quality and sustainability of interventions
- Communicate the Wits RHI Care and Treatment programme strategy to all key stakeholders, including funders, Provincial and District authorities
- Conduct project visits and review project assessments to evaluate progress on implementation plans
- Lead meetings with specialist teams and stakeholders
- Ensure compliance with the respective awards’ Cooperative Agreement/Contract and provide continuous oversight of programme activities to achieve the funder and Institute expected results
- Support and lead the annual work planning process in close collaboration with Programme leads (i.e., Chief of Party); HIV Care and Treatment leads, USAID Technical Leads and Agreement Officers Representatives (AOR), Department of Health, project partners and sub-awardees
- Mentor and support a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
- Ensure compliance with PEPFAR operational policies and regulations
- Provide guidance, in collaboration with key staff to sub-awardees and coordinate activities with other agencies and ensure their compliance with both Funder and NDOH/PDOH requirements
- Support the writing and/or review of technical components of materials and publications related to the project and its development
- Work with the Strategic Information and Monitoring and Evaluation (M&E) staff to develop M&E frameworks that effectively track data/results
- Provide oversight and coordination to the compilation of weekly, monthly, quarterly, annual, and ad hoc reports according to programme requirements
- Ensure necessary resources for programme implementation are available
- Work with finance and programme staff to develop and track project budgets
- Participate in regular (i.e., monthly) finance and expenditure reviews of expenditure across both implementation districts
- Ensure timeous submission of financial/budget reports, via Finance and Grants Management staff
- Develop and maintain strong working relationships and alliances with USG, National, Provincial, District and municipal DoH and other key stakeholders to maximize resources and avoid duplication of effort
- Participate regularly in key, ad hoc and routine meetings with USG, government and key sub-awardee/stakeholder meetings
- Represent Wits RHI’s interests and present progress, achievements and lessons learned to key stakeholders, including US Government and international agencies and local partners in public and professional circles through meetings, conferences, and presentations
- Advise national counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions (as requested)
- Communicate with all levels of Wits RHI staff about inputs and outputs
- Attend to all staffing requirements and administration
- Supervise and manage the duties of subordinates to ensure optimal staff utilisation and maintenance of sound labour relations
- Set and review individual senior managers' work plans & appraisals
- Perform and facilitate performance development and assessments
- Identify substandard performance by team members and take necessary corrective action
- Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
- Promote harmony, teamwork, motivation and sharing of information across senior teams and centralised functions to produce the best possible results

**Required minimum education and training**:

- **Postgraduate Degree in Public Health or PHD or MBBCH with relevant experience**

**Required minimum work experience**:

- **7-10 years of management experience in HIV/TB-related programmes**

**Desirable additional education, work experience and personal abilities**:
