Regional Operations Leader

**DNDi GARDP Southern Africa** is a non-profit South African company that aims to provide health care services by developing safe, effective, and affordable new health technologies that tackle global or regional public health priorities, with a contribution to the fight against antimicrobial resistance and diseases that affect vulnerable and neglected populations.

DNDi GARDP SA (DGSA) was incorporated following a joint decision by two Swiss Foundations: The Drugs for Neglected Diseases Initiative (DNDi) and the Global Antibiotic Research and Development Partnership (GARDP) for the purposes of furthering their respective missions and performing their respective projects in the Republic of South Africa. DGSA is part of both DNDi’s and GARDP’s global network.

GARDP’s mission is to bring together the public and private sectors to develop new treatments for bacterial infections. GARDP ensures responsible and sustainable access, addressing the public health impact of antibiotic resistance.

**Overall purpose of the job**:
The Regional Operations Leader (ROL) is part of the management team of DGSA and, as such, is expected to be participative in the development of DGSA’s plans and strategies as well as supportive of all activities in the region.

The ROL provides operational and strategic support that guarantees the development and sustainability of DNDi and GARDP’s activities in the region through coherent processes that are aligned with both Foundations and known by all DNDi and GARDP’s Global functions.
- The ROL contributes to shaping the DGSA model through engineering of innovative partnering schemes. S/he ensures consistency in the management of key partners & suppliers across disease areas while engaging partners together with other senior leaders of the organization to create “value for patients”.
- Provides vision, strategic drive, operational coherence and effectiveness to support the development of the organization and the implementation of the activities for DGSA
- The position therefore overseeing all the operations functions, i.e., finance, administration, HR, Information Systems and Technology (IST),), Legal, Compliance and Monitoring & Evaluation functions within the region.

- Directly supervises all Operations functions leaders in DGSA, e.g. potentially Finance, HR, Legal, Compliance, IST,

**Interactions**
- To work closely with all heads of departments at DGS
- To work closely with all Global Operations functions leaders at GARDP and DNDi, and the Operations Regional Leaders in the DNDi DRC and Kenyan offices
- To work closely with the relevant DNDi and GARDP Project Managers who are the overall in-charge of the program
- To promote programs and maintain productive relationships by projecting the image of a credible partner and ensures commitment of partners

**Tasks and Responsibilities**:
**Strategy & Planning**
- In coordination with the Director of DGSA, provide leadership in the development of an integrated annual work plan and budget for projects’ operations and development and monitor its adequate implementation in compliance with overall strategic priorities as approved by the DNDi, GARDP and DGSA Boards
- In coordination with the Director of DGSA, acts as the Secretary of the Board and Audit Committee (when in place), ensuring timely document preparation and distribution, supporting the organization of Board and Audit Committee meetings and following up on recommendations made by the Audit Committee that are approved by the Board.
- Performance management - Ensure that an adequate structure is are in place to support effective achievement of projects goals and operations, including the implementation of the M&E framework for the DGSA activities and office.
- Ensure that the action plan and budget development process for DGSA occurs timely in line with DNDi and GARDP’s strategic and operational planning schedule.

**Partnership Management**
- In collaboration with the project managers, draw and ensure signing of agreements with partners periodically and oversee transversal partnership arrangements in collaboration with the various team leads.
- Support the finance team for internal alignment and orientation to lead the negotiation of third parties’ budget preparation process and ensure the same are aligned to budgets as approved by the DNDi, GARDP and DGSA boards.
- Provides guidance and support to the Finance team in aligning with the partners supporting on-going projects with regards to good financial practices, training and activity or administrative monitoring.

**Financial Management - 40%**
