**Job Advert Summary**:
The main purpose of the job is to provide strategic and operational leadership in resource planning, deployment, and stakeholder coordination, ensuring a sustainable resource database, optimal service provider performance, regulatory compliance, and alignment with the organisation’s strategic workforce objectives.

**Minimum Requirements**:

- Degree in HR/IR or related.
- Minimum of 8-10 years experience in a middle management position.
- At least 2 to 5 years working with TESP’s

**Duties and Responsibilities**:
**Managerial**
- Lead and manage all Temporary Employee Service Providers (TESPs), Labour Services Officers (LSOs), and Deployment Officers (DPs), ensuring alignment with organisational goals.
- Oversee the daily operations and service delivery of LSOs and DPs, ensuring operational efficiency, service quality, and cost control.
- Ensure full compliance with all relevant labour legislation, regulatory frameworks, and internal policies.
- Compile, analyse, and submit comprehensive monthly reports to senior management, highlighting trends, risks, and opportunities.
- Ensure timely placement and fulfilment of all labour requisitions in accordance with project timelines and business needs.
- Drive and embed change management initiatives across the function, promoting a culture of continuous improvement.
- Conduct post-project reviews, identify key learnings, and provide structured feedback to relevant internal and external stakeholders.

**Operational**
- Design, develop, and maintain the BNE resource database to support workforce planning and mobilisation.
- Coordinate and lead monthly performance reviews with TESPs, ensuring accountability and performance optimisation.
- Track and analyse TESP performance against agreed service level agreements (SLAs), identifying gaps and implementing corrective actions.
- Build and sustain effective relationships with internal clients, external stakeholders, suppliers, and strategic partners.
- Define, implement, and monitor Key Performance Indicators (KPIs) for TESPs, enforcing contractual penalties where necessary.
- Collaborate with project teams and relevant departments to forecast and plan manpower requirements across all projects.
- Provide support in resolving IR (Industrial Relations) and HR (Human Resources) matters, ensuring timely and compliant resolution.
- Assist in managing VRD Rapid Response resources and oversee coordination efforts.
- Support the administrative oversight of the VRD apprentices, ensuring alignment with training and deployment objectives.
- Manage the onboarding and exit processes of all TESP employees, ensuring strict adherence to procedural and compliance standards.

**Financial**
- Monitor and manage all cost-related aspects of LSOs and DPs, including travel, mobile usage, and other operational expenses.
- Provide input and support to the Head of Resources in the preparation, tracking, and reporting of budgets and resource-related expenditures.
