Fleet Manager

**Main purpose of the job**:

- To manage the WHC and its syndicates' fleet operations, planning, directing, managing, coordinating, and supervising the programs for acquisition, assignment, utilization, maintenance, repair, replacement, and disposal of fleet vehicles in compliance with Fleet Policies, WHC business policies and Donor Requirements

**Key performance areas**:
**_ Management of Fleet Operation:_**
- Supplier management_
- Identify and manage reputable suppliers, both cost and quality, for the servicing and repair of the vehicle fleet and provision of support services e.g., Telematics
- Establish sound supplier and contractor relationships, including commercial agreements and SLAs, to optimize pricing, service delivery, incentives, and administration
- Vehicle Procurement_
- Manage Vehicle procurement by ensuring that:

- Vehicle replacement is planned in line with fleet policy, business developments, major mechanical repair, operating, and donor requirements
- Procurement processes are applied in line with vehicle and supplier selection best practices, maximized procurement benefits, minimized total cost of ownership, and best operational service support
- Vehicle On-Boarding_
- Manage Vehicle onboarding by ensuring that:

- New vehicle deliveries fully meet purchase order requirements including the fitment of accessories
- All the requirements of vehicle fleet administration, including onboarding to the fleet management information systems (FMIS) are completed timeously, fully, and compliant with fleet policy
- Driver Records and Licenses_
- Manage Driver requirements by ensuring that:

- Driver records, in accordance with AARTO requirements, are maintained on the fleet management information systems and are accurate and current
- Vehicle Licensing and Registration_
- Manage Vehicle Licensing by ensuring that:

- All vehicles are fully licensed and compliant with legal requirements
- All fitted accessories are legally compliant iro safety and usage requirements where required
- Traffic fines_
- Manage Traffic Fines by ensuring that:
- All fines are recorded in the fleet management information system
- The responsible driver is identified for all traffic fines & infringement notices
- Vehicle Disposal_
- Manage Vehicle replacement and disposal by ensuring that:

- The disposal of all vehicle assets is compliant with Fleet Policy and is authorized by the CFO and donors
- Maintenance Service Scheduling_
- Manage Vehicle maintenance schedule by ensuring that:
- The scheduling of vehicle servicing is current and in line with the manufacturer’s service specifications
- Vehicles, including tyres and fitted equipment, are always roadworthy and legally compliant
- Maintenance Expenditure Management_
- Manage Vehicle maintenance expenditure by ensuring that:
- Sound supplier and contractor relationships and SLAs are established to optimize pricing and service support
- Maintenance repair, servicing, and tyre replacement expenditure is pre-authorized by the WHC fleet team or their appointed external supplier
- Accident and Incidents Reporting and Repair_
- Manage the processing and repair of accidents & incidents, by ensuring that:
- Accidents and incident reporting requirements are completed in line with Fleet Policy, fully detailed, and timeously forwarded to WHC insurance for further processing
- Fuel Management_
- Manage Fuel Usage by ensuring that all vehicles are provided with a valid Bank Fuel card or approved procurement device
- Telematics and SVR Systems_
- Manage Telematics and Stolen vehicle recovery (SVR) systems by ensuring that all vehicles are fitted with Telematics and SVR systems, all units are fully functional, and that repairs are completed in accordance with Fleet Policy
- Trip Sheet and Inspections Management_
- Manage Trip Sheets and Fleet Inspections by ensuring that the usage of WHC vehicles is correctly authorized and trip sheets (hard copy or electronic) are completed for each trip
- Information Systems and Reporting_
- Utilize appropriate systems to manage the fleet operations, analysis, and documentation
- Maintain up-to-date, accurate, and detailed records of all fleet vehicles, drivers, and service providers

**_Fleet Compliance and Safety (HSE) _**
- Ensure the health and safety of Drivers and the fleet
- Ensure regular training of staff to reduce accidents, injury, loss of work hours, downtime, and insurance payments

**_Staff management_**
- Manage the duties of the business development and stakeholder relations team
- Attend to all staffing requirements and administration including induction, probation, and discipline

**Required minimum education and training**:

- **A Degree in Transport Management or related discipline and knowledge of the Transport Industry**

**Required minimum work experience**:

- **Minimum of 5 years of experience in a management position preferably in the transportation Industry**
