Job Title: Maritime Legislation Manager

About the Role:

We are seeking a highly skilled and experienced Maritime Legislation Manager to join our team at the South African Maritime Safety Authority (SAMSA). As a key member of our organization, you will be responsible for directing and overseeing the maritime legislation agenda to achieve the mandate and objectives of SAMSA.

Key Responsibilities:

  • Develop and Implement Maritime Legislation: Plan, organize, lead, and manage various maritime legislation requirements and implementation processes.
  • Provide Technical Support: Offer technical support to the Department of Transport (DoT) regarding the drafting of maritime policies, legislation, and strategies. Provide similar support to the SAMSA Centre's, particularly the Office of the CEO, in drafting and amending maritime regulations.
  • Offer Legal Advice: Provide legal advice and opinions on maritime and corporate-related matters.
  • Participate in Bilateral Meetings: Participate in country-to-country bilateral meetings and implement maritime agreements.
  • Manage Information Systems: Oversee the development, implementation, and management of SAMSA's Information Management systems.
  • Oversee Corporate Compliance: Oversee the development, management, monitoring, and evaluation of SAMSA's corporate compliance.
  • Support Technical Cooperation: Provide support on technical cooperation at a national, regional, and continental level.
  • Resource Management: Manage financial, human, and other resources effectively.
  • Performance Compliance: Develop and manage performance compliance requirements, including annual business plans, reports, and ad-hoc requests.
  • Financial Projections: Provide reliable departmental financial projections for budgeting purposes and manage the allocated budget.
  • Risk Management: Identify departmental risks, develop a mitigation plan, and implement it to manage departmental risks.
  • Audit Findings: Act decisively on departmental audit findings and related management comments to prevent repeat audit findings.
  • Legal Opinions: Provide timely and meaningful legal opinions and advice for decision-making purposes.
  • Stakeholder Liaison: Facilitate proactive dialogue and establish effective and efficient stakeholder liaison and information sharing.
  • Knowledge Sharing: Facilitate knowledge sharing and represent SAMSA actively in local and international maritime engagement platforms.
  • Internal Stakeholder Relations: Engage and promote internal stakeholder relations effectively.
  • Performance Management: Effectively manage performance for each direct report in line with the Performance Management Guidelines.
  • Mentorship: Support direct reports in developing and implementing Individual Development Plans (IDPs). Ensure subordinates apply newly acquired skills for improved performance.
  • Personal Development: Mentor and supervise Maritime Legislation personnel.

Requirements:

To be successful in this role, you must have:

  • Bachelor of Laws (LLB) specializing in Maritime Law or Bachelor of Laws (LLB) with relevant Postgraduate Diploma in Maritime Law.
  • Required certification or Professional Registration.
  • Admitted as an Attorney for South Africa.
  • Seven (7) years' related work experience, with at least three (3) years at a managerial/supervisory level.
  • Experience in the Maritime Industry.

  • High levels of competence in the following skills: Knowledge of Maritime legislation, policy, and legislation development and implementation, stakeholder engagement processes, Microsoft Office, oral and written communication, interpersonal, problem-solving, negotiation, research, analytical ability, attention to detail, ability to draw reasonable conclusions, ethics, persuasion, influence, decision-making, delegation, and teamwork.

Salary: R2,500,000 per annum
