Job Description

Background

Kindernothilfe (KNH) is a children's rights organization based on Christian values, committed to recognizing children and young people in situations of poverty and marginalization as subjects of rights. With a presence in Africa, Asia, Latin America, and Europe, KNH implements awareness-raising, education, and advocacy projects aligned with development policies, contributing to the realization of children's rights through the UN Convention on the Rights of the Child.

Project Overview

KNH intends to support its local partner organization, Humana People to People in South Africa (HPPSA), in implementing a project focusing on climate change response and resilience in rural communities of the Waterberg District, Limpopo Province. This project will receive funding from KNH and the German Federal Ministry for Economic Cooperation and Development (BMZ).

Purpose of the Feasibility Study

The purpose of the feasibility study is to provide a sound basis for further developing project strategies into a project proposal by identifying project prerequisites, opportunities, and risks.

Specific Objectives

  • Assessment of the ecological and socio-economic situation with regard to a project on climate change response and resilience in the Waterberg District.
  • Critical review of the theory of change and planned project strategies, assessing relevance, effectiveness, efficiency, impact, and sustainability.
  • Assessment of the capacity of HPPSA in view of the planned intervention, suggesting measures to strengthen the organization's capacity where necessary.
  • Recommendations for project strategies and project measures, providing alternatives to strategies where applicable.

Methodology

The consultant is requested to use at least the methods listed below, suggesting additional methods as necessary, while considering a methodology feasible to implement within the set timeframe and most suitable to answer the specific questions of the study.

  • Document review of evaluations and studies from predecessor projects of HPPSA and additional civil society actors, provincial, district, municipality, and community plans for climate change response and resilience.
  • Interviews and/or FGD with staff of HPPSA, civil society actors in the Waterberg District, relevant provincial, district, municipality, and community level stakeholders, including Department of Forestry, Fisheries, and the Environment (DFFE), District Disaster Management Centre (DDMC), Department of Social Development (DSD), Department of Agriculture, Land Reform, and Rural Development (DALRRD), Department of Basic Education (DoBE), Department of Cooperative Governance and Traditional Affairs (COGTA), Department of Water and Sanitation (DoWS), Technical and Vocational Education and Training (TVET), and Universities.

Deliverables

  • Inception report in English to be discussed with KNH and the project partner.
  • Presentation of the results of the feasibility study in English in virtual meetings.
  • Final report.
