Job Title: Director: Procurement and Supply Management

Nexia SAB&T is seeking a dynamic individual to fill the position of Director: Procurement and Supply Management on a fixed-term contract in Pretoria.

Job Purpose:

The successful candidate will be responsible for ensuring the improvement of healthcare financing to achieve effective universal coverage for the population and providing leadership to support the strategy and implementation for the establishment of the Office of Health Products Procurement, in preparation for National Health Insurance (NHI).

Key Responsibilities:
  • Strategy and Policy Development: Develop a strategy and policy framework to establish the Office of Health Products, working with the Affordable Medicines Directorate and other stakeholders to develop the strategy for the operationalisation of NHI with respect to contracting and contract management of medicines and health-related products, and supply chain management.
  • System Development: Develop processes and systems to support the implementation of the Strategy and Policy Framework, including efficient selection, contracting, and contract management, and the coordination of efficient supply chain management processes aligned to the Public Finance Management Act.
  • Stakeholder Engagement: Identify all appropriate stakeholders and develop a stakeholder engagement strategy, leading a consultation process including all relevant stakeholders on the proposed Strategy and policies.
  • Implementation: Contribute to and support the development and implementation of supply chain management information systems for medicines and related health products.
  • Monitoring and Evaluation: Ensure continuous business improvement in the procurement and supply chain management of medicines and related health products, aligned to international standards, and establish mechanisms to monitor and evaluate the risks inherent in the public procurement process.
Requirements:
  • A minimum qualification of a three-year bachelor's degree or national diploma or equivalent NQF level 7 qualification in Public Health and Procurement or Supply Chain Management, Statistics, or equivalent.
  • Registration with a health-related professions council will be an added advantage.
  • Extensive and appropriate experience in Public Health and Procurement management, three years of which should at least be at senior management level.
  • Exposure to the pharmaceutical industry is desirable.
  • Experience should include planning, health economics and financing, supply chain management, and project management.
  • Knowledge and understanding of the National Health Insurance Bill.
  • Knowledge of relevant legislation including the Medicines and Related Substances Act, the Pharmacy Act, National Health Act, and the Public Finance Management Act and Treasury Regulations.
  • Display in-depth understanding of the full supply chain and linkages between each element.
  • Familiar with the broad concepts such as the national medicines policy, essential medicines lists, standard treatment guidelines.
  • Strategic planning.
  • Good assertiveness and negotiation skills.
  • Planning, organisational, and administrative skills.
  • Leadership and problem-solving skills; able to shape and influence for adoption of new ways of working that will address challenges with the supply chain.
  • Good inter-personal skills including customer orientation, assertiveness, and negotiation skills.
  • Good communication skills (written & verbal) at all levels with personal gravitas.
  • Computer literacy, including full Microsoft Office Suite (Excel, Word, PowerPoint, etc.).
  • Ability to work independently and function as part of a broader team and willingness to work irregular hours and to travel.
  • Valid code 8 driver's license.
