About the Role

At TalentCru, we are seeking an exceptional Executive Industrial Development Manager to join our team. This is a unique opportunity for a seasoned professional to drive the implementation of regional industrial zones and corridors through strategic partnerships.

The successful candidate will be responsible for managing the implementation process and providing critical support to the uThukela Special Economic Zone (SEZ), related Industrial Parks (IPs) and Special Projects. Key objectives include accelerating the implementation of Regional Development, ensuring effective project management, and fostering collaboration with various stakeholders.

Key Responsibilities

  • Develop and implement operational systems and quality standards for project management offices;

  • Packaging and leading detailed investment-led project applications for the implementation of critical infrastructure planning and construction;

  • Developing and implementing turnaround strategies to unlock impediments facing infrastructure delivery programs and delays experienced by the proposed uThukela SEZ;

  • Leading special projects, including logistical corridors for industrial development;

  • Procuring service providers for capital infrastructure projects in the proposed uThukela SEZ, related IPs, and Special Projects;

  • Troubleshooting and contract administration to identify project risks and develop risk mitigation measures on capital infrastructure projects;

  • Managing township establishment and designation applications for the proposed uThukela SEZ, related IPs, and Special Projects;

  • Master plan development aligned with spatial development frameworks and strategic plans of uThukela SEZ, related IPs, and Special Projects;

  • Initiating processes for authorization to enable implementation of the proposed uThukela SEZ and related IPs, including feasibility studies, environmental authorizations, and similar requirements;

  • Providing technical input and project management for strategic planning guided by the IZP;

  • Developing institutional management mechanisms for effective ongoing management of the proposed uThukela SEZ and IPs;

  • Providing technical support for managing the uThukela SEZ and related IPs unable to fulfill their mandate or placed under administration by the Minister;

  • Implementing the Industrial Park Revitalisation Action Plan to achieve set targets;

  • Overseeing project progress monitoring and making scheduled reports on measurable items such as milestones and deliverables;

  • Developing and managing project schedules and providing progress updates to stakeholders along with actionable feedback on costs and cost-benefit analysis;

  • Applying best practices throughout each project's execution, monitoring progress, and making adjustments as required based on sound technical input;

  • Developing definitions and measurements of success to objectively quantify project success and report progress against agreed plans;

  • Identifying potential risks across individual projects and programs and establishing communications and mitigations to address these;

  • Influencing and managing factors creating change and scope creep;

  • Maintaining accountability for deliverable quality;

  • Following through and closing defined exceptions and milestones;

  • Leading, guiding, and participating in project steering committees;

Requirements

  • A Degree in the Built Environment, including Civil and/or Structural Engineering; Quantity Surveying; Architecture, or Construction Project Management;
  • Eligibility for Professional Registration with ECSA, SACQSP, SACPCMP, or SACAP;
  • Minimum eight to ten years' experience in a management position undertaking similar work outlined in the scope of work and deliverables;
  • Strong understanding of Town Planning and Engineering Planning processes involved in land development;
  • Proven experience in large-scale industrial developments;
  • Exceptional planning and organizational skills;

Remuneration and Benefits

This is a salary band role. The estimated annual salary range for this position is between $120,000 - $160,000 depending on location, qualifications, and experience. Additional benefits may include health insurance, retirement savings plan, paid time off, and other perks.
