Job Overview:

We are seeking a highly experienced Strategic Leader to join our team at Tower Group. As Secretary to the Western Cape Provincial Parliament, you will be responsible for providing overall leadership and management direction to our institution.

Salary:

R2 270 861.55 per annum.

About the Role:

This is an executive-level position that requires strong strategic thinking, leadership skills, and experience in managing complex business cycles. You will work closely with the Speaker of the Western Cape Provincial Parliament and other senior executives to drive our organizational goals.

Key Responsibilities:

  • Provide sound procedural advice to the Speaker and maintain the procedural infrastructure of the institution.
  • Ensure effective support to the House, its Members, and committees to make laws, conduct oversight, and facilitate public involvement.
  • Support the promotion of meaningful stakeholder and inter/intra-parliamentary relations.
  • Provide strategic, governance, and institutional support services to ensure the integrity of the institution.

Requirements:

  • Minimum NQF Level 7 degree or equivalent in a relevant field, including Public Administration, Law, Political Studies, Human Resource Management, Finance.
  • A postgraduate qualification will be advantageous.
  • A minimum of ten years proven experience in an executive managerial and leadership position.
  • Proven experience at a high strategic level of parliamentary procedures and processes.
  • Extensive knowledge and understanding of the legislative sector.
  • Proven experience in managing entire business cycles spanning more than one discipline or functional area.
  • In-depth knowledge of relevant parliamentary/government legislation and policies.
  • High-level financial and people management skills.
  • The ability to inspire staff and communicate effectively in a wide range of situations.
  • Stakeholder engagement skills, including Ministers, Members of Provincial Parliament, and the public.
  • Strong strategic and leadership abilities.
  • Good communication and interpersonal skills.
  • Good networking skills.
