The Government of Ireland, through its Embassy in Pretoria and a Liaison office in Harare, provides significant investment to support the Government and people of Zimbabwe in advancing their national development plans. Ireland’s new strategy sets out a range of commitments, including strengthening political engagement, and continuing to support strong and resilient institutions in Zimbabwe. The Embassy has a particular focus on advancing gender equality, human rights and supporting civil society and in strengthening the health sector. The strategy also sets out new commitments to expand our engagement in supporting South Africa, Zimbabwe and the regional in addressing climate change and to strengthen our engagement with young people.
The Embassy of Ireland in Pretoria is recruiting a
Policy & Programme Manager **to support the implementation of theIrish Embassy’s strategic objectives, with a particular focus on supporting Zimbabwe to advance gender equality, sustainable development and human rights.**
**Under the direction of the Deputy Head of Mission, the role of the Policy & Programme Manager will be to lead the implementation of core elements of the Embassy’s strategy, primarily in Zimbabwe and with some engagement with the regional programme. The Policy & Programme Manager will be a core member of the Embassy team. They will have a central role in advising on the strategic direction for the Embassy in key policy areas, providing policy advice and analysis, representing the Embassy in policy discussions and in managing partnerships and related grants with both UN agencies and civil society organisations. The role will require frequent (monthly) travel to Zimbabwe to engage with the Embassy’s policy stakeholders and partners there.**
Key aspects of Role:
**1. Programme and grant management, monitoring, risk management, administration and reporting**
- Lead strategic policy engagement and review of partners within the Embassy’s portfolio to ensure alignment and advancement of strategic priorities of the Embassy.
- Managing, monitoring partner performance, results, analysing and resolving of issues on programmes
- Management of all aspects of partner grants in line with Embassy policies and procedures.
- Actively participate in the development and tracking of the Embassy’s delivery plans, accountability framework, and recommending remedial action where desired results are not being achieved.
**2. Policy Influencing and Advocacy, Representation and Communication**
- Lead and consolidate Ireland’s strategic thinking, intellectual leadership and policy engagement on key policy areas, including on gender equality, human rights and governance, public health, sustainable development and climate change, including to:
- Produce high quality policy analysis of current contextual development and sector policy debates, including contributing to the Embassy’s policies.
- Represent the Embassy and its interests and values with external stakeholders and maintain Ireland’s thought leadership in relation to key policy areas.
- Maintain strong links with international organizations, regional, government, partners and donors and national networks, and keep abreast of key issues.
- Engagement with grant partners on policy issues to ensure that partnerships and partner engagement is contributing to broader Embassy objectives.
- Work with the Embassy Public Diplomacy and Communications Team, to document and disseminate lessons for policy dialogue, public advocacy and future programming.

- Ensure familiarity with all key documents pertaining to Ireland’s foreign policy, the Embassy strategy and related policies;
- Ensure strong communication and public diplomacy skills and integration of this into all aspects of policy and programme work
- Ensures compliance with all financial, administrative, procurement, HR and all other requirements of Embassy policies
- A first degree in the area of political science, governance, gender equality, human rights, law, development, environmental science or a related discipline.
- 8 to 10 years’ development related experience in Southern Africa.
- A proven track record in policy analysis and programme management in a relevant area (gender equality, human rights and governance, Public health, Sustainable development and climate change) work within a development context.
