An exciting opportunity exists for an **HR Officer **at **NATIONAL BRANDS LIMITED Westmead Biscuits Factory**. The purpose of the role is to plan, implement, monitor and facilitate knowledge acquisition and report on the effectiveness of programmes and interventions in accomplishing the business unit’s short and long-term skills developmental goals/objectives.

**Key Performance Areas**:
**Plan Training, Develop Training Material, Manage Budget and Training Reports and Oversee Skills Development**
- Organises and schedules monthly and/or Adhoc Skills Development meetings consulting with stakeholders on matters relating to training and development issues regarding the agenda, minutes and distribution list
- Oversees and participates in the Business Unit’s transformation committee(s) ensuring proper representation of the Skills Development agenda
- Compiles the annual Workplace Skills Plan as per SETA requirements
- Sets up and manages the Learnership and Internship programs and ensures compliance with SETA and BBBEE documentary requirements
- Ensures the implementation of all L&D initiatives detailed in the WSP
- Works with transformation to meet the BBBEE Skills Development score targets
- Identifies leadership, technical and functional training requirements in conjunction with line managers for input into the Workplace Skills Plan (WSP)
- Plans training for the designated portfolio as per the annual training plan
- Proposes training interventions for skills gaps as identified through daily interaction with staff
- Conducts a holistic training needs analysis by consulting with relevant stakeholders, such as Operations Executive, Heads of Departments, Line Management, Supervisors, employees and organised labour and/or observes operator performances on the shop floor, with regards to the scheduling of training and recruitment of staff for training
- Schedules training that fits with the business cycles and production planning and works with line management to ensure business continuity
- Ensures learning material is properly accredited where required
- Manages all training logistics including notifications for training (to delegates and their superiors), booking venues, refreshments, transport and external providers
- Develops and updates training material (delegate manual, facilitators manual, PowerPoint presentation and assessment tools) for operationally required training
- Customises external training material to BU standards and requirements
- Keeps up to date with new or changed standard operating procedures, products, processes, machinery/equipment or quality requirements in designated areas and implements these changes in relation to training
- Liaises with Production with regards to online training and Standard Operating Procedures
- Provides guidelines around training spend for budgeting purposes
- Manages Training budget
- Assists with compiling quarterly TETA training reports
- Monitors and checks all monthly (including SAP T&E) and annual training reports for accuracy

**Source and Evaluate Training Providers**
- Sources and evaluates training providers and facilitators as required and puts SLAs in place
- Sits in on pilot runs to evaluate content and external facilitator
- Ensures that any staff on-site who conduct training are properly skilled
- Prepares training proposals detailing roll out plan for Business Unit is in place with Service Providers and signed off with L&D approval
- Schedules dates with external providers and submit the contract to Human Resources Manager for approval
- Acts as the contact between the BU and external training institutions and related bodies such as:

- Training Providers
- Various training and educational institutions

**Conduct Training and Provide Technical Support**
- Liaises with Personnel staff to ensure that all pre-employment procedures have been completed
- Arranges with Senior Managers employee induction in order to induct / re-induct employees and contractors on organisational requirements/policies and procedures/employer and employee obligations / Health and Safety / GMP and HACCP requirements
- Implements training as per training plan
- Trains and develops employees within the scope of expertise or sources out or refers trainees to accredited training providers and/or reputable institu
