**Monitoring, Evaluation and Learning Specialist - Power Africa Initiative Support Mechanism**

Khulisa is currently seeking a **MEL Specialist** to serve on the anticipated **USAID Power Africa **Initiative Support Mechanism (PAISM). The position will be based in Pretoria, South Africa with travel throughout Sub-Saharan Africa. The MEL Specialist is a senior position that will report to the Chief of Party. Period of Performance: May 2024 - May 2029 (5 Years)

**Project Description**:

- Power Africa, through interventions and partnerships intends to bring electricity to 300 million people by increasing the current power capacity of sub-Saharan Africa by 30,000 MWs and creating 60 million new connections by 2030.
- The focus of the activity will be on providing support to the Power Africa Coordinator’s Office (PACO) teams, which includes the Energy, Partnership, and Program offices, through targeted MEL/CLA advisory services; relationship management support; technical assistance, database management, and capacity building that improves organizational and development outcomes for Power Africa.

**Qualifications**:

- Master's degree in relevant field such as economics, statistics, or international development.
- At least _**10 years of experience in monitoring, evaluation, and learning, **_preferably in the context of international donor-funded projects, including _**USAID.**_
- Strong **analytical skills and proficiency in quantitative and qualitative research **methods.
- Experience with **SPSS, SAS, or other statistical software **desirable.
- Familiarity with the **power sector in Sub-Saharan Africa** (on or off grid) preferred.
- Excellent management, communication, and organizational skills; demonstrated flexibility and capacity to multi-task.
- Proficiency in English is required.

**Key Duties and Responsibilities**:

- Lead data management activities including **aggregating, cleaning, visualizing and reporting of Power Africa projects using monitoring data **from existing Power Africa databases.
- **Lead data quality assessments **(DQAs) of Power Africa Implementing Partners.
- Oversee **impact and performance evaluations **for Power Africa including use of quantitative and qualitative methods to develop **quasi-experimental designs,** and meta-evaluations.
- Oversee other analyses as necessary (e.g., cost-benefit analyses).
- Define and implement avenues of learning for Power Africa, its Implementing Partners, and other stakeholders; manage and participate in learning events.
- Oversee portfolio reviews in collaboration with USAID staff.
- Manage the work of consultants and junior staff and ensure high quality deliverables.

- Masters (required)
