Specialist Planning, Monitoring and Evaluation

Our client in the public sector is looking for a seasoned Planning, Monitoring and Evaluation Specialist to support the organisation and the strategy department in the development, implementation and maintenance of the organisations’ corporate and operational plans. Plans include the following, Strategic Plan, Annual Performance Plan, Transformation Plan Annual and Annual Operational Plan. Interpret and implement applicable planning, monitoring and evaluation frameworks and measure alignment and compliance with regulatory frameworks. Develop, implement and maintain performance compliance and reporting systems, operational planning framework, and procedures Conduct monitoring and evaluations (M&E) of the entity’s performance information including on programmes, and other key strategic priorities, and compile reports.
**Performance Monitoring and Reporting (Monthly, Quarterly,** **Annually)**
Facilitate and coordinate the development of Company’s five-year Strategic Plan (SP)
Facilitate and coordinate the development of Company’s Annual Performance Plan
(APP)
Manage development of Company’s Annual Operational Plan (AOP) with business units
Lead the coordination and development of Company’s Transformation Plan (TP) with
business units
Ensure alignment between strategic plan, annual performance plan, annual
operational plans and other plans, and quality assurance of plans
Engage stakeholders on miss-alignments of plans and advice on future rectification
Facilitate approval of strategic plans and annual performance plans by appropriate
committees within set timeframes
Oversee the implementation of the planning processes and workshops
**Performance Evaluation and Reporting**
Implement processes for performance evaluations (evaluations) at the Company’s to ensure compliance with the National Evaluations Policy of November 2011 and other applicable Evaluation Frameworks
Perform all forms of relevant evaluations as prescribed by government’s legislative frameworks that can be used to inform future planning and determine and showcase the worth of the organization’s Programmes in making a change in the
lives of its target beneficiaries
Commission evaluations of Programmes for the advancement of the objectives of the Company’s. Assist in developing terms of reference to use to engage consultants to assist the organization to perform different types of evaluations from time to time Support the manager in the management of consultants engaged to perform evaluations
Review evaluations reports commissioned by the Company’s to ensure that that they meet specified objectives and quality standards Produce reports on evaluated programmes of the Company’s and disseminate to all stakeholders (internally and externally) Provide on-going support and guidance to management in implementation of the Company’s evaluation plan including development of evaluation tools and methods for
various Company’s Programmes Conduct research (including desk top research) of best practices in the area of M&E,
and make presentations and recommendations to management, including implementation plans
Knowledge of the development of the strategic plan, annual performance plan and operational plans
Knowledge and understanding of the Public Finance Management Act, Governmentwide Monitoring and Evaluation
Framework, Treasury Regulations, Framework for Strategic Plan and Annual Performance Plans
Proven experience in developing and implementing M&E toolkits
Strategic and annual planning capability at an advanced technical level
Strong grasp of transversal compliance issues, (e.g. PFMA, Revised Framework for Strategic Planning and Annual
Performance Plans, PSA, Treasury Regulations, PSR,, AG Act) and policy environment (FMPPI, National Evaluation Policy
Frameworks, GWMES)
Familiarity with the whole-of-government planning, budgeting, M&E and reporting cycles and roles of oversight bodies
**Qualifications**
Minimum Requirement: A 3 year academic degree in Public
Administration / Business Management Science / Public Sector
Monitoring and Evaluation / Economics / Commerce
Preferred Requirement: Postgraduate Diploma or
Postgraduate Degree in Public Administration / Business
Management Science / Public Sector Monitoring and
Evaluation / Economics / Commerce
**Experience**
Minimum Requirement: Minimum of 5 years’ experience in
results-based M&E, Business Analysis, Financial Analysis or
similar experience
Preferred Requirement: Above experience in a similar public
sector environment at a specialist level
