Programme Manager: Monitoring and Evaluation

**Main purpose of the job**:
- To lead the formulation of the monitoring and evaluation strategy in line with donor, project, and organizational objectives and oversee all monitoring and evaluation plans, data management, reports, and activities of the program
**Location**:
- **8 Blackwood Avenue, Parktown - Johannesburg**
**Key performance areas**:
- Lead the development and implementation of monitoring and reporting systems that provide prompt real-time data analytics and performance reporting for program management and donor compliance
- Oversee all activities of the monitoring and reporting portfolio
- Oversee the development and implementation of data-related SOPs
- Ensure compliance with applicable national and protocol-specific data-related guidelines (e.g. POPIA, GCP)
- Develop M&E plans and strategy within national and/or donor guidelines and in line with study protocols
- Maintain a repository of all program data and reports in conjunction with the SI compliance team and other internal stakeholders
- Lead technical meetings with internal & external stakeholders.
- Provide guidance towards appropriate collection and reporting of routine and ad hoc data and data management
- Develop and implement systems to identify gaps and improve the data quality of the program
- Identify and implement efficiencies in data collection, compilation, review, reporting, feedback, and action plans
- Comply with requests for information emanating from the DOH or donor
- Coordinate the compilation and submission of all monitoring and evaluation reports
- Identify opportunities for, and conduct M&E-related operations research (including evaluations) at sites/projects supported by the institute, in collaboration with the project management team
- Ensure M&E data is collected as required in study protocols, M&E plan
- Ensure M&E data is cleaned and available for analysis, as per SOPs
- Support the analysis of M&E data for reporting and publications
- Ensure good data quality is maintained by leading periodic/scheduled data audits and leading ongoing data verification and reporting activities with all implementation clusters
- Ensure appropriate and timely communication/feedback of research findings to stakeholders
- Produce publications and/or reports relating to research
- Produce abstracts and conference presentations
- Contribute to the compilation of non-research-related reports
- Act as the first point of contact for the project M&E for stakeholders, donors, and internally where appropriate
- Contribute to the preparation for donor evaluations/audits of Wits RHI (when applicable)
- Ensure applicable data is reported to DOH as required
- Collaborate with DOH counterparts to support M&E systems development and implementation for HIV prevention and related programs
- Attend mandatory program monitoring and review meetings, and workshops, as well as present and provide feedback to relevant staff
- Attend to all staffing requirements and administration
- Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labor relations
- Set and review work plans
- Support implementation clusters with target-setting initiatives and reporting
- Perform and facilitate performance development and assessments
- Identify substandard performance by team members and take necessary corrective action
- Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organization
- Promote harmony, teamwork, and sharing of information
- Take ownership and accountability for tasks and demonstrates effective self-management
- Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
- Maintain a positive attitude and respond openly to feedback
- Take ownership of driving your own career development by participating in ongoing training and development activities such as conferences, workshops, etc.
- Proactively builds relationships with other technical heads and readily offers support to colleagues
- Communicates proactively, frequently, and clearly with other colleagues
**Required minimum education and training**:
- **Masters or Postgraduate Degree in appropriate discipline**:
- **Proficiency in Microsoft Office**
**Required minimum work experience**:
- **A minimum of 5 years of experience in managing the monitoring and evaluation components of donor-funded programs**
**Desirable additional education, work experience, and personal abilities**:
- Experience with data management, analysis, and reporting within a public health monitoring and evaluation environment
- Experience working with donor-driven programs
- Ability to develop and maintain data collection and storage systems
- Able to work independently and as part of a multi-disciplinary team
- Experience working with information systems, data analytics, and report writing
