**Purpose**
- As a member of the EXCO reporting directly to the CEO, the incumbent formulates Operations strategy and manages the implementation thereof.
- Leads the management of the Property portfolio ensuring optimum asset management, including the management of leases, facilities, acquisitions and disposals.
- Maximizing the value of the property portfolio and realizing the highest return on investment (ROI)

**Outputs**
- **Lead Operations strategy formulation and implementation**_
- Lead, develop and implement the Operations strategy and roadmap
- Define and track KPIs to ensure that the Operations strategy is implemented consistently.
- **Portfolio management**_
- Maintains and grows property and portfolio rentals by advertising and filling vacancies in the buildings, negotiating and enforcing leases and maintaining and securing premises.

- **Optimization of properties**:

- Leasing management and renewals and improve revenue generation via strict vacancy management
- Implement best practice to drive costs down, including renegotiations of supplier contracts
- Diversification of revenue streams
- Tenant relationship management
- Overseeing the day to day operations of the property centre managers
- Security and safety management
- Responsible for the proactive repairs and maintenance across the portfolio

- **Together with the managing agents, maintains property by**:

- Investigating and resolving tenant complaints,
- Enforcing rules of occupancy,
- Inspecting vacant units
- Completing repairs and planning renovations
- Contracting with landscaping services
- Enforcing occupancy policies and procedures by confronting non-compliant tenants
- Terminating leases and initiating eviction proceedings
- Managing any legal matters arising out of outstanding arrears

- Management of the managing agents contract and relationship
- Utility optimisation
- Leading Procurement and managing of service providers
- Provide performance management reports
- **Specialised Services**_
- Developing investment strategies to guide the acquisition and disposal of the portfolio
- Responsible to provide the following aspects of the property value chain:

- Carry out valuation services internally (desktop) and with external experts where necessary, following the required procurement processes.
- Disposals and acquisitions strategy, policy and implementation
- Land surveying with external service providers
- **Risk Management and Compliance**_
- Lead, develop and implement the following:

- Operational Internal Controls
- Safety Health Environment and Quality standards
- Business Continuity Management
- Insurance strategies
- Risk management
- **Financial and Budget**_
- Accomplishes financial objectives by collecting rentals, paying bills, forecasting requirements, preparing an annual budget and cash flow, scheduling expenditures, analysing variances, and initiating corrective action.
- Manages rent collection, recoveries, tenant installations, expenses and arrears;
- Analyse the strategic plan to determine the financial requirements to deliver on strategic outputs in line with budget prescripts from the CFO;
- Compile a comprehensive budget indicating the financial requirements for each element and submit the budget for approval in accordance with policies and procedures;
- Monitor the expenditure against the budget and ensure that spending occurs within the budget and ensure that only authorised overspending is approved in accordance with procedures;
- Analyses portfolio performance and strategizes on the portfolio under management to improve the overall performance of the portfolio;
- Manage finance in accordance with policies, procedures and legal requirements.
- Provide financial reports.
- **Human Capital Capability Development**:_
- Agree performance measures (SPOs), on-going performance management and appraisal for direct reports;
- Ensure capability development initiatives for direct reports;
- Agree skills development plans for direct reports;
- Implement succession planning in the Department; and
- Drive the values and behaviours required to create a positive motivational culture in the unit.
- **Ensure Governance and Reporting**_
- Develop and/or update policies and procedures, within the COO functional area for approval
- Ensure Compliance across the portfolio:

- Applicable legislation and corporate governance requirements
- Policy and procedure Implementation
- Maintenance of internal control systems across the portfolio;
- Comply with reporting requirements in terms of structure, timelines and quality as prescribed by the CEO
- Provide performance management reports for the entire portfolio.
- **Stakeholder Management**_
- Ensures strong tenant relationships, built on service delivery
- Manages relationships with service providers (SLAs)
- Liaises with project teams responsible for refurbishments, repairs and maintenance.
