**Job Advert Summary**:
**Purpose of the position**:
To lead, manage and be accountable for the development and operations of THC’s key populations project in the region including site and mobile unit(s) development, integration of work with subcontracted organization(s), overall responsibility of THC staff: PNCs, HCs, M&E, Office Administrator, SAW, CC, Drivers, Peer Educators, etc.; To provide clinical mentorship of nursing management, professional nurse counsellors, clinical nurses and ancillary staff on management of HIV and tuberculosis with a focus on integration of services

**Minimum Requirements**:

- Grade 12 / matric
- Nursing degree (4 years) / diploma
- Minimum of 3 years’ experience with NIMART, ART clubs, sexual reproductive health (SRH), previous experience with Key Populations desirable
- Extensive experience in managing health programs and/or Project management
- Posses good knowledge of HIV prevention, care and treatment, TB services, PrEP & human rights aspects
- SANC Registered (current)
- NIMART Certification
- Dispensing licence preferable
- Proficiency in English & isiZulu languages
- Valid code 8 driver’s licence & own transport
- Clear criminal record

**Duties and Responsibilities**:**
HR & Site management duties**:

- Review timesheets and activities of the team and provide adequate feedback
- Assist with recruitment, training, and supportive supervision of all direct subordinates and indirect staff of collaborating organizations
- Policies and procedures: assist with implementing policies and procedures
- Employee Relations: in conjunction with the HR Manager advise line managers on misconduct, ill health and poor performance
- Coordinate regular staff meetings with collaborating stakeholders and THC team (including but not limited to team leaders, Field workers and other partner organizations)
- Performance Management: ensure all staff has job descriptions and PDP’s and conduct and assist line managers with monthly performance reviews
- Attend regular technical team meetings
- Ensure that all financial requirements are aligned with the policies and internal control processes of the organisation

**Stakeholder Engagement**:

- Participate in hospital, district, and PHC meetings; support multi-disciplinary team approach to managing clients
- Develop data base of all relevant stakeholders (clinics, NGOs, DOH, etc.)
- Maintain working relationship with all stakeholders
- Engage stakeholders in SW HIV prevention project through joint meetings, workshops attending events, collaborating on Key Population/Sex Work projects, etc.
- Establish, develop and build relationships with all key DOH officials deemed important for the successful functioning of the Key Populations/Sex worker project
- Attend meetings and report back progress on relationship building
- Provide feedback and recommendations to Facility Managers
- Coordinate sensitisation trainings with all relevant stakeholders
- Identify areas where effectiveness can be measured and evaluated
- Conduct situational analysis of HIV/TB, Key Populations, and other health related issues in areas in which working
- Ensure all targets of the Programme are met as identified in approved grantand continuously monitor performance
- Submit periodic reports and QI Plans as determined by the Programme
- Assist in developing and monitoring a functional referral system (track-able, reportable) for treatment, care and support

**Biomedical Component**:

- Follow, update and manage site level clinical program as the THC’s and the NSP changes and adapts to new realities, policies and guidelines
- Ensure provider-initiated testing and counselling by teams
- Ensure that TB screening is done at every HIV care visitand referred accordingly
- Mentor by providing technical assistance and guidance on aspects of HIV/TB/STIs/PrEP clinical care to clinical staff
- This includes reproductive health care (SRH), HIV care and treatment, tuberculosis screening and treatment, IPT and tuberculin testing, adherence counselling for HIV/TB/PrEP, STI screening, diagnosis and treatment
