**Job Description
**The purpose of the job is to provide procurement services to the FIC.

**Key Performance areas include**:

- Carry out complex procurement for high value contracts
- Align supply chain requirements with strategic plan
- Provides input into strategic sourcing strategy
- Negotiates on SCM/contractual issues
- Assist with the development and implementation of procurement policies and procedures
- Assist in developing an efficient and effective procurement system
- Ensure compliance with the FIC’s procurement policy, procedures and all relevant legislative and administrative frameworks
- Review and provide input into supplier contracts
- Monitor adherence to terms and conditions of contract
- Communicate statutory financial and procurement regulations to internal stakeholders
- Act as a lead worker assigning work to other SCM team members and ensure all services are provided in accordance with agreed standards
- Advise budget holders on purchasing costs and outcomes of comparative analysis
- Generate and place purchase orders
- Deliver and report on financial savings and value for money negotiations
- Ensure that all reports, returns, notices and other information in terms of the relevant legislation are adhered to

Bid Execution
- Manage, and execute the complete bid process.
- Prepare all relevant documentation in terms of the bid, evaluation and recommendation reports etc. in accordance with the relevant prescripts, policies and procedures.
- Render an advisory service to the end user and other stakeholders on bid processes.
- Adherence to supply chain management (SCM) policies and procedures as well as compliance in terms of the applicable legislation.
- Provide input to the demand and procurement plans when required.
- Implement the bid process in accordance with the demand and procurement plans.
- Update the bid register to ensure that the monthly corporate reports accurately reflect the status of all bid processes.
- Report to Assistant SCM Manager regarding the status of bid processes and progress on the demand and Procurement plans.
- Provide input to SCM reports as required.

**Education, Skills and Experience**:

- Relevant bachelor’s degree in SCM
- Five or more years’ experience in Supply Chain Management
- Public sector experience and ICT procurement will be an advantage.
