Duration of Contract: 5 year fixed term contract

Main purpose of the job To assist with designing and implementing monitoring and evaluation systems, DATIM reporting, routine data quality assurance, data collection, and analysis, and using findings to inform decision-making and improve program effectiveness within MatCH, DOH, DAC and Sub Awards.

**Key performance areas** Responsible for all implementation activities including (but not limited to): - Lead preparation of DATIM reports, PEPFAR MER and Non MER reports into Data Centre and ensure data quality - Design and implement an effective M&E system that aligns with program objectives and goals. - Define key performance indicators (KPIs) and data collection methods. - Implementation of DOH and MatCH implemented health Information systems. - Oversee/ Collaborate with DOH DIO to ensure External (DOH) data collection activities, data quality, accuracy, and completeness. - Establish standardized data collection tools and procedures. - Represent MatCH at Provincial data management meetings. - Actively participate in DOH District meetings. - Ensure adherence to reporting standards and regulations. - Analyze program data to identify trends, gaps, and areas for improvement.Generate regular and ad-hoc reports for program stakeholders and donors. - Create visually compelling and informative data visualizations, charts, and dashboards. - Support M&E Seconded staff to implement quality MERL Plans for DOH HAST, DAC and LACs - Ensure that data is presented in a user-friendly and easily understandable manner. - Prepare accurate and comprehensive reports for donors & sub-awards ensuring compliance with donor requirements and guidelines. - Supervise data collection activities, ensuring data accuracy, completeness, and timeliness. - Maintain a centralized data repository and ensure data quality. - Collaborate with program staff to compile data for narrative and financial reports. - Facilitate the submission of required reports to government agencies, partners, and other stakeholders. - Conduct field visits to undertake monitoring and supervision activities. - Perform any other duties aligned to the role as assigned.

**Required minimum education and training.** o Relevant post-graduate qualification in Mathematics and statistics, Computer Science, Monitoring and Evaluation, Public Health, Social Sciences, or a related field. o Unendorsed driving license is required.

**Minimum work experienc**e o Minimum 6 years’ PEPFAR experience in data management, analysis, and strategic information in the context of public health or social impact programs.

**Desirable additional education, work experience and personal abilities** o Proficiency in DATIM, CBIMS, TIER.Net, Web DHIS, SYNCH, and data analysis software tools (e.g., Excel, SPSS, STATA, R, etc.). o Commitment to promoting a culture of data utilization and evidence-based decision-making.Self-motivated, able to work independently. o Strong communication and presentation abilities. o Work as part of a diverse and multi-disciplinary team. o Thorough with good attention to detail. o Good Technical skills are required together with working knowledge of data visualization using Power BI, and dashboard development. o Able to multi-task and work towards meeting deadlines. o Ability and willingness to travel.
