Performance Evaluation Manager

THE SUCCESSFUL INCUMBENT WILL BE REPORTING TO THE GROUP EXECUTIVE: MONITORING AND EVALUATION AND WILL BE EXPECTED TO EXECUTE THE FOLLOWING TASKS:
Undertake evaluations and ensure an efficient Reporting System
- Develop the Evaluation Strategy to enable the company to improve its effectiveness
- Ensure evaluation findings are reflected into the organisation, enabling the company to develop and learn.
- Develop a system for the collection of evaluation information across the company and its subsidiaries.
- Ensure appropriate tools are in place to collect data related to the outputs and impact produced by the company group wide projects.
- Develop an MTEF evaluation plan for the company Group
- Undertake pre-implementation, implementation, and post implementation evaluations
- Engage with shareholder M&E unit on the company evaluation requirements
- Develop and implement a system to verify evaluation information across the department.
- Incorporate performance information outcomes in quarter and annual reports
- Develop a performance audit tool/system and best practice methods evaluation for the department.
- Manage all the company Evaluation data and information and ensure ease of recover and accessibility (central repository of the evaluations work)
- Carry out ad hoc strategic reviews of aspects of companys work (quarter narrative reports, annual report, participation the agency committees when appointed to do so), including developing recommendations for improvements.
- Manage the interaction with the external evaluation of the company, review evaluation
- reports submitted by the external evaluators and preparing written comments on behalf of the department.
- Participate in the production of the annual report and contribute the outcome and impact data and information as it pertains to the group performance information
- Compile necessary data to report against the organisational Logical framework and Key Performance Indicators as part of the Annual Report and other reporting documents throughout the year.
Stakeholder Engagement (internal)
- Assist with fostering effective communications and ensure appropriate
- relationships are maintained with the shareholders of the company, relevant stakeholders and subsidiary companies.
- Manage and oversee the required reporting between the company and its subsidiaries.
- Cultivate and promote good corporate image.
- Maintain and protect the companie''s corporate brand
- To ensure integration and collaboration between the company subsidiaries and relevant DED agencies
- Development of terms of refence and management of service providers
Good Corporate Governance
- Implement planning, reporting and evaluation tool across Companys business.
- Manage evaluations designs and reporting in the operations monitoring and evaluation subdivision,
- Facilitate the inputs of the business units and subsidiaries in partnership with the M&E Executive.
- Keep the M&E Executive fully informed of all significant operational policy developments.
- Organisational effectiveness and maintain a sound, effective departmental structure.
- Support the activities of the unit including contributions to the planning function, incorporation of outcomes and impact as reported in the quarter report and annual reporting.
- Quality assurance and review of quarter reports and annual report
- Provide inputs to the management structures and the Board/s
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Bachelors degree in a related field with at least 5 years experience in organisational performance
- 5 years experience in a position
- At least 3 years experience working on performance evaluations.
- Working knowledge of PFMA
- Business Report Writing and Quality assurance
- Monitoring organisational performance
- Knowledge of the Public Finance Management Act and other relevant legislation
- Knowledge of Corporate Governance legislation and frameworks including the Companies Act and King 3
- A very good understanding of the relationships between the company and its shareholder and strategic external stakeholders
- Good understanding of Agencies operations
- Comprehensive understanding and experience of forecasting, budgeting, and financial management.
- Knowledge of national and provincial government priorities and impact on the company''s priorities.
- Knowledge of political, economic, and social aspects relating to the Gauteng province
