**OVERALL, PURPOSE OF THE JOB**

To determine and monitor Civil Aviation Security Standards for airports, airline operators and General Aviation Operators to ensure compliance.

**ANNUAL PLANNING**
- Develop and monitor the execution of annual plans for airports and airlines:

- Oversight Plan for Cargo Security and Dangerous Goods
- Departmental Business and Operational Plan
- Safety and Security Promotion Plan
- Monitor and evaluate the implementation of all annual plans for Airports and Airlines.

**NATIONAL INTEREST PROGRAMMES**
- Plan and launch aviation security programmes for airports and airlines.
- Oversee effective execution of aviation security programmes for airports and airlines.
- Oversee the functioning of local Airport and Airline Committees.
- Participate in activities of relevant national committees, on behalf of SACAA.

**ENFORCEMENT OVERSIGHT**
- Ensure that Airports and Airlines function within the parameters of NASP and enforce compliance.
- Ensure adherence to investigation and litigation procedures.
- Ensure that cases of non-compliance are investigated and appropriate sanction or penalty is imposed.

**LIAISON AND CONSULTATION**
- Participate in and act as liaison with relevant Government Safety and Airports and Airlines Security structures, international stakeholders, and civil aviation bodies.
- Provide industry feedback to SACAA.

**RESEARCH AND POLICY DEVELOPMENT**
- Ensure research, development, and implementation of the specific policies, regulations, and procedures to be applied in the area of Airport and Airline security and related national civil aviation activities.
- Lead the process of and provide input to the drafting of regulations, policies, and procedures.
- Initiate regulatory review and submission to appropriate bodies.
- Review State Letters and provide input to amendments to of regulations and NASP to be incorporated into ICAO SARPS
- Maintain the SARPs register.

**BUDGETING AND CONTROL**
- Compile the operations annual budget for approval by the Executive: Aviation Security, in line with the PFMA and other appropriate legislation, policies and procedures and ensure management thereof.
- Manage expenditure in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies, and procedures.
- Manage procurement in line with approved parameters and report deviations as required in line with the PFMA and Supply Chain Management policies and procedures.

**MANAGEMENT OF PEOPLE**
- Ensure the appointment and retention of staff.
- Manage key performance areas of staff to achieve the agreed deliverables.
- Oversee the mentoring and coaching of staff on an ongoing basis.
- Manage and ensure the implementation of development interventions for the respective Airlines and Airports operations aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.

**GENERAL**
- Perform any other function in Aviation Security as and when required.
- Submit monthly management reports.

**Minimum Qualification**
- Relevant NQF 7 qualification or equivalent Aviation Security Qualification
- Security Management Certificates

**Ideal**
- Relevant Postgraduate Qualification
- Management Certificate
