Background
The

Technical Support Services (TSS) Activity helps USAID/Southern Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID's largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

Panagora Group requires a

Technical Specialist:
Supply Chain to join the team to support the National Department of Health (NDoH) in South Africa.

Panagora Group is seeking an experienced and skilled individual with extensive experience and knowledge of supply chain management to drive the supply chain strategy aligned with the National Health Insurance (NHI) goals/objectives.


Principal Duties and Responsibilities
The

Technical Specialist:
Supply Chain shall provide the following services and undertake the following tasks and activities:

  • Perform the role of independent advisor to The South African NDoH, currently engaging with Sector Wide Procurement (SWP), but with potential to perform a similar role within NHI if ownership of public health supply chain strategy and transformation passes to its remit.
  • Provide strategic and technical input into the refresh of the NDoH Supply Chain Strategy, aligned to the NHI Bill, working with the current SWP Task Team.
  • Oversight of the support provided by Technical Assistance (TA) resources to optimise Anti-Retroviral Therapy regimens in South Africa, namely the transition to Dolutegravirbased regimens and introduction of Multimonth Dispensing (MMD). This will include representing the interests of SWP at various meetings (Operation Phuthuma, Technical Working Groups etc).
  • Oversight and support to transitions of antihypertensives medicines from single formulation to combination fixed dose combinations.
  • Work with ARV suppliers to ensure availability of medicines, with particular attention to those SKUs that are impacted by MMD and DTGbased regimen transitions.
  • Support the Affordable Medicines Directorate (AMD) in the planning and implementation of the Global Fund TLD "buffer".
  • Support SWP with the 2024 Global Fund grant cycle.
  • Form part of the organising committee for the annual ARV Large-Buyer Seller Summit, to develop the agenda and participate/ present as required in the agenda.

Chief Director:

SWP in other areas as needed to ensure that the supply chain continues to improve service delivery to patients.

Supply Chain shall provide reports, data, documents, information, analyses and other materials and deliverables as are encompassed in the Principal Duties and Responsibilities, and as SWP otherwise reasonably specify.

Without limitation on the foregoing, the

Technical Specialist:

Supply Chain principal deliverables include the following:

  • Develop (for third parties under oversight) revised Statements of Work and deliverables as required to maintain relevance and strategic alignment of third parties' work.
  • Produce monthly and quarterly reports.

  • Activity Highlights in SA
  • Individual Project Status (milestone achievement, challenges, issues and risks) and recommendations
