Main Job Objectives
The South East Academic Libraries System (SEALS) is an academic consortium for the university libraries in the Eastern Cape.

SEALS mission is to support high standards of learning, teaching, research and scholarship in member institutions through innovative library services and technologies.


Key Performance Areas

Strategic Implementation

  • Providing strategic leadership for service innovation byleading new strategy development for the SEALS Trust business and operations
  • Lead the development of the next generation, integrated library system (ILS) for seals libraries
  • Providing input to policy design for the Library system and related products, and SEALS Trust
  • Implementing strategies to effectively manage the system, products and technologies to ensure functional access to the system by its users
  • Motivating and presenting strategic proposals, developments and system enhancements to the SEALS Directors and SEALS Trust Board members
  • Revive and facilitate various SEALS teams in developing service standards for SEALS operations:
  • Information resource description, access and discoverability
  • Information and Digital literacy programme
  • Research Visibility & Digital Scholarship. Research Data Management, Scholarly Communication, Administration of APCs, ORCID Registration
  • Evaluation of Accredited & Peer review Open access content and SEALS Libraries Repositories management
  • Operations Management and Administration of SEALS Business

Discoverability & Accessibility of Information Resources and Research Output

  • Establish and implement routines in metadata creation and maintenance to ensure data integrity to improve resource discovery, access, and use
  • Support local and remote, physical and digital, free and commercial, perpetual and ephemeral collections
  • Promote efficient ways to navigate information housed in multiple systems through effective discovery channels across multiple networked systems
  • Source secure systems for the preservation and discovery of research output and research data comply with the Protection of Personal Information Act (POPI Act) to safeguard personal information, institutional financial statements and vendor information
  • Ensure the safe access and use of resources in accordance with the Copyright Act on all library systems (e.g., fair use policies) to protect the intellectual property
  • Strive to provide accurate usage statistics to support datadriven decisionmaking and processes

Management of Library System, Technologies & Applications

  • Developing & maintaining database integrity in a collaborative consortium environment
  • Developing and implementing appropriate structures & processes to provide the necessary service to the consortia libraries
  • Coordinating the integration of the different structures/processes/sections
  • Researching & recommending appropriate system, product & service upgrades to member libraries
  • Implementing new products & service upgrades in the shared system environment
  • Ensuring that appropriate training programmes are developed by the SEALS Systems Librarian to meet SEALS staff related development needs in line with consortium policy & strategies

Functional Responsibilities (Specific to the SEALS Trust)

  • Ensuring provision of well managed and costeffective infrastructure, facilities and equipment for the consortium office that relate to the needs of the member libraries and are aligned with the strategies of the consortium
  • Ensuring correctness of monthly income and expenditure reports
  • Supplying monthly and annual financial reports for auditing purposes
  • Drafting annual operations and maintenance budget for approval
  • Planning and attending regular meetings with SEALS Trust Board, Seals Consortium Directors, SEALS Systems Administrators, Line Manager, SEALS Service Managers, Library staff
  • Drawing up agendas and approve minutes of SEALS Trust, SEALS Directors and SEALS Systems Team meetings

Service Delivery (Specific to CONSORTIUM)

  • Providing first line user support for the resolution of systems problems requiring technical knowledge
  • Communicating and resolving consortium level systems issues with service providers
  • Ensuring wellcoordinated operations and activities

Management and Staff Supervision

  • Ensuring that appropriate structures and processes are in place for staff and aligned to the overall goals/targets for the section in in order to provide the necessary service for the section
  • Management of the resources of the section, staff, budgets, facilities, equipment etc.
  • Assist with the selection, induction and training of staff
  • Ensure that appropriate targets/goals are set for staff to support the work of the section
  • Must ensure that staff complete the work that has been assigned to them and that the quality of the work completed by staff meets the standards required
