The main purpose:

To lead, manage and administer the building and technical operations of the facility in terms of maintenance, facilities services, and capital works projects.

To ensure that all activities performed are executed in an efficient and economical manner, ensuring that all facilities, equipment, and furnishings are maintained or refurbished to ensure that all internal and external stakeholders are assured of a world class, clean, efficient, safe, healthy, and attractive facility in which to congregate and work.


Reporting to the:
Chief Operations Officer (COO)

Key responsibilities will include but are not limited to:

1. Managerial Responsibilities

  • Developing policies and procedures to ensure the preventive maintenance program is conducted to ensure buildings, grounds and equipment are maintained in a safe, efficient operating condition;
  • Oversees longrange planning and development of new capital improvement programs; oversees development efforts for facility standards and project management standards.
  • Propose priorities and general forecasting for facilities planning and enhancements to the Executive Committee; provides planning for and oversight of capital improvement programs.
  • Provide effective scrutiny of financial and performance data. Ensure continuous service improvement for all departments in response to customer views and ensure continuous improvement in the level of services delivered.
  • Administers operational and capital budget in support of planning and facility enhancement activities.
  • Develops and maintains internal standards for facilities; oversees selection and provision of furnishings, fixtures, and equipment.
  • Works with construction managers, architects and/or engineers to develop, implement and complete capital improvement projects and other longterm plans
  • Directly managing the planning of facility enhancement projects which include development of an appropriate scope of work, including direct management through design, construction or postconstruction phases; collaborates with other departments ensuring that work planned by Facilities meets user needs.
  • Exercises direction and supervision over the facilities personnel and contractors involved in the upkeep of the facility.
  • Providing managerial direction and control of departmental activities; plans, directs, and reviews the activities and operations of the department; provides leadership and supervises directly and through subordinate managers all departmental staff.
  • Ensures that preventive maintenance is performed and meets regularly with subordinate managers to discuss repairs on equipment, including building, electrical, HVAC, plumbing, carpentry and electrical systems; to ensure work is in compliance with contract specifications, as well as applicable codes and regulations;
  • Ensures that inspections are performed and tests of security systems, safety lighting, fire extinguishers, fire alarm system, escape doors, etc.; are completed to ensure proper operation and compliance with applicable codes and regulations;
  • Guides the planning and implementation of the centre's environmental stewardship efforts, including reduction in the use of energy and potable water, reduction in the production of waste and greenhouse gases, increases in recycling, the use of renewable energy and recycled products.

2. Facilities Management

  • Assists in the development of, and implements the Facilities Management strategy so as to ensure that through the provision of technical & technological services, the businesses vision, values, and objectives are enabled and provide value.
  • Establishing key performance indicators and measures for determining/assessing the level and appropriateness of service delivery with respect to Building Maintenance (routine, planned and unplanned) and repair work.

  • Collaborate with the event management team to implement all activities for event execution within timeframes as stipulated by clients

  • Evaluating existing systems and identifying opportunities for improvement to operating efficiency levels
  • Monitoring the management technical resources with respect to utilization and cost effectiveness of activities against operational plans
  • Monitoring the adequacy of management procedures and compliance with company guidelines with respect to the recovery of expenditure incurred because of maintenance and repair work.
  • Approving drawings, designs and cost estimates for new works and, monitoring the implementation sequences thereof.
