Purpose
To ensure the smooth running of the CCI Buildings.

Provides financial and technical management and expertise on their portfolio on behalf of CCI, either directly or through the selection and management of outsourced service providers.

Duties & Responsibilities

Client
Plans, co-ordinates and controls all property, technical, and facilities management activities on behalf of CCI in their respective portfolio
Ensures and manages the replacement of dated technology and asset management
Ensures the delivery of high value-added recommendations to the client.
Compiles monthly management reports - property, facilities, technical and financial

Administration and Management of designated Portfolio professionally and effectively, and in accordance with CCI's specific policies and procedures in written reports.

To effectively manage stock control
Effective management and control of energy and general utilities in the respective portfolios.

Effective management & control of risks in respect of machinery, plant, equipment, fire services and electrical reticulation, inclusive of but not limited to HVAC, Lifts and GENSET.

Ensure monthly tests (load testing) are conducted on GENERATORS and that is serviced annually. Monitor all levels to ensure continuity of services, and refuelling is conducted timeously and in advance. This is a critical business function and need to be monitored and managed closely.
Weekly inspections of water pumps, fire pump, cooling towers etc.

Control of risks as defined in the Occupational Health & Safety Act, by driving OHASA within their portfolio to maintain at least a 95% defendable compliance as set out by the CCI OHASA Auditor.

Completing weekly OHASA reports to management etc.
Daily walk about and recording daily items in terms of maintenance and safety.
Maintenance of building assets in accordance with each building asset's official investment strategy and CCI
- s minimum benchmarks, and maintain buildings efficiently and financially optimal in all respects
Understand and manage all emergency procedures and policies. Ensure Evacuation Drills are done.
Respond to and oversee the initial response to any emergency in accordance with emergency procedures.
Comprehensively inspect and compile building inspection reports, compile, execute and maintain a Proactive Planned Maintenance Programme
Resolve all escalations as quickly as possible.
Management of all relevant service providers and Service Level Agreements and suppliers. Liaise with service providers and attend to weekly walkabouts with them inspecting the portfolio. (Liaise with Soft services Manager.)

Ensure that suppliers complete work to the specification of the quotes and PO's and ensure that fair work-pay principle is applied.

Provide after-hours facilities / technical support / assistance on site or remotely as deemed appropriate by the head of Facilities Department.

To effectively manage quality control and timekeeping with the maintenance team
Management of all maintenance / technical staff associated with the managed portfolio.
Ensure that all visitors, service providers and campaigns comply with the house rules and trading hours.

People
Develop and maintain effective work relationships with internal and external stakeholders
Oversee, inspect, manage and task the maintenance team
Grow, mentor and upskill the team on technical skills
Assist team with warnings and appropriate corrective action for discipline (partnering with relevant HCBP and ER specialist) and performance issues

Financial Management
Responsible for compiling the financial expense budgets for Repairs & Maintenance.
Ensure costs are in line with agreed budgets

Motivate and follow-up for expenses and PO numbers, Issuing of Purchase Orders, as well as approval of all invoices prior to payment.

The ability to demonstrate and prove financial savings within executing all tasks.

Level of Authority
The job holder ensures that the team follow the required instructions, company decision systems, policies and procedures
Any issues falling outside of standard operating practices and procedures are referred to the Facilities Manager
Any decision made must be consistent for all team members
Coaching and leadership practices for the team assist in improved performance over an extended period of time.
Effective leadership of the team can lead to lower absenteeism and turnover improving performance.
Planning time frame is typically up to 6 months

Desired Experience & Qualification

Experience, Knowledge and Qualifications
Minimum
Matric (Grade 12) or equivalent
A Formal Qualification in Property Management / Facilities Management (tertiary qualification)
At least 5 years practical experience in a Facilities Management environment managing a team of at least 7 staff members
Full Function OHASA & Evacuation Management qualification / certification
Proven knowledge and experience in full function management with BMS Systems, Generators
