OBJECTIVES OF THE PROGRAMME

Les objectifs generaux de l'unite Comptabilite et gestion financiere (AFM) sont de fournir des services d'appui budgetaire et financier efficaces aux programmes comme a l'administration de l'OMS, et de preter une assistance a la gestion des actifs financiers de l'Organisation dans la Region africaine, conformement aux politiques et procedures en vigueur a l'echelle de l'Organisation.

**DESCRIPTION OF DUTIES**

Apporter son appui au chef du service de l'assurance et du controle pour definir la vision et les contours du financement numerique, et pour impulser l'orientation strategique de l'equipe, de ses produits escomptes et de ses responsabilites. Superviser le processus de bout en bout de paiement des couts operationnels depuis la preparation des demandes d'activite jusqu'a l'approbation par les bureaux de pays et le Bureau regional; superviser le decaissement des fonds, la mise en œuvre, le paiement des agents de terrain et des autres couts operationnels, le rapprochement comptable, l'etablissement de rapports et l'assurance de la qualite. Fournir un appui aux partenaires d'execution, aux bureaux de pays et au Bureau regional, selon qu'il conviendra, de facon a garantir un paiement fluide, diligent et securise des couts operationnels. Servir de point de contact pour les operateurs de reseau mobile, les institutions financieres et les autres parties (consultants, cabinet comptable, tiers, etc.) contractees pour le projet. Assurer le suivi etroit de la prestation des services, traiter les questions de decaissement et veiller au paiement harmonieux des agents deployes sur le terrain et des autres couts operationnels, conformement aux attentes et au calendrier convenus. Contribuer a l'amelioration constante des processus de paiement des couts operationnels, moyennant l'elaboration et le renforcement des politiques, des procedures, des lignes directrices, des outils et des systemes, en veillant parallelement a ce que des niveaux suffisants d'innovation et d'automatisation soient appliques. Se tenir au courant des evolutions les plus recentes dans le secteur du financement numerique, evaluer la faisabilite d'autres ameliorations, suggerer des approches novatrices adaptees au contexte de la Region en vue d'accelerer le paiement des couts operationnels et les autres processus financiers tout en renforcant la conformite au Reglement financier et aux Regles de Gestion financiere de l'OMS et en optimisant les ressources de l'Organisation.Soutenir et faciliter les activites de renforcement des capacites du personnel des bureaux de pays et des partenaires d'execution concernant le processus de paiement des couts operationnels, au moyen de sessions de formation, d'ateliers et d'exposes.Preparer des rapports pour les bureaux des pays, le Bureau regional et le Siege, selon les besoins. Proceder a des examens speciaux et accomplir d'autres taches assignees par le chef d'equipe et par le responsable de l'assurance et du controle.

**REQUIRED QUALIFICATIONS**

**Education**

**Essential**: Un diplome universitaire depremier cycle en administration des affaires, en gestion financiere, encomptabilite ou dans un domaine connexe.

**Desirable**: Un diplome d'etudes superieures (de niveau Master) dans un domaine pertinent (tel qu'indiqueci-dessus). Une accreditation professionnelle en comptabilite, notamment unecertification d'expert-comptable ou d'expert-comptable agree.

**Experience**

**Essential**: Au moins deux anneesd'experience en gestion de programme, en finance ou en budgetisation.

**Desirable**: Une experience de la mise en œuvre de solutions en matiere de services financiers numeriques dans des pays d'Afrique subsaharienne.

**Skills**

D' excellentes competences en matiere d'organisation et une capacite averee a effectuer plusieurs taches a la fois, a repertorier les problemes et a les regler de maniere proactive.D'excellentes competences interpersonnelles, notamment la capacite a negocier avec diverses parties prenantes et a convaincre les partenaires, internes comme externes, sur des questions complexes et sensibles en faisant preuve de tact et de diplomatie.Des competences en matiere d'organisation de programmes de formation ciblant des agents de sante publique et portant sur des questions operationnelles et financieres.D'excellentes competences en communication ecrite et orale, avec une capacite averee a etablir des rapports de qualite a l'intention des decideurs.De bonnes competences en matiere d'analyse.
