Job Description JOB PURPOSE**To manage development and implementation of the procurement governance and compliance framework (policies, delegation matrix, systems and procedures) in order to enable the achievement of procurement and wider business objectives.

MAIN DUTIES AND RESPONSIBILITIES

  • Develop procurement policies and process management procedures
  • Drive continuous improvement of procurement governance framework based on new legislation, best practices and stakeholder feedback
  • Manage periodic reviews of the procurement policy and systems and procedures in line with the companywide governance framework
  • Introduce procurement governance training materials, manuals and sessions
  • Provide procurement guidance and advice to team members and procurement stakeholders
  • Conduct benchmark exercises on all aspects of the procurement functions
  • Support IDC subsidiaries in ensuring compliance with the regulatory framework of public procurement.
  • Conduct proactive audits on procurement files (tender files and RFQ documents)
  • Liaise with external and internal auditors during procurement audits
  • Drive process automation for procurement function i.e. introduction of new systems/ tools and to facilitate enhancement projects for the existing IT systems.e.g. SAP (Materials Management Module functionality) etc.
  • Drive the use Data Analytics to improve procurement decisions
  • Ensure accurate and timely management reporting, including National Treasury reports
  • Manage B-BBEE imperatives and initiatives i.e. develop and manage supplier development programme/ initiatives and oversee B-BBEE verification process (ESD element)
  • Provide support to the Head of Procurement to ensure procurement strategy development and implementation thereof
  • Provide support with the facilitation of change management processes within the department
  • Manage/ oversee complex and strategic procurement processes which include tender management and contract management processes on adhoc basis only
  • Project management of procurement initiatives
  • Ensure development and maintenance of Compliance Risk Management Plans (CRMPs) in consultation with the IDC Compliance Department
  • Maintain a risk register and suggest mitigating actions for procurement risk; and liaise with the Risk Management department
  • Manage the human resources within the Compliance section and support the professional development of team members
  • Establish Key Performance Indicators for the Compliance Section

Qualification and Experience QUALIFICATIONS**A post graduate commercial qualification will be an added advantage.
Valid Professional Membership with Chartered Institute of Procurement and Supply (MCIPS Preferred)

SAP systems experience in the Materials Management module will be an advantage.
