Our client, the SA Revenue Service (SARS), seeks to appoint the

SENIOR SPECIALIST:
IT GOVERNANCE RISK & COMPLIANCE to be based at their head office in Brooklyn, Pretoria.


The incumbent will be a highly skilled, results driven, self-directed senior specialist with extensive knowledge and experience in the assessment, consultation and the implementation of Information Technology (IT) Governance within SARS as an organization.

The incumbent should possess a strong knowledge of CoBiT, King IV as well as knowledge of the laws and governance policies / processes pertaining to IT Governance.

These skills will ensure that the integration between business and IT conforms to the best practice guidelines.

This in turn, will further ensure that good governance prevails to assist SARS to contribute towards the higher purpose and world class service delivery.

The role will form part of the SARS Enterprise Governance Team, who operates at a second line of assurance. SARS has adopted the five lines of assurance model in terms of the King IV governance model.

The Governance Unit inter alia, provides IT Governance services, which includes consulting, advisory services, as well as monitoring and assessment activities, overall regarded as second line assurance.

The Unit also recommends best practices where necessary.

The Incumbent should be versed with knowledge and a high level of understanding of corporate governance, to provide support where necessary, to general business, IT business and top management.

The incumbent should also be a team player and have good communication skills.

S/he will provide highly specialized technical knowledge and know-how, in order to enable business to translate the SARS vision and strategic intent, into world-class taxpayer service delivery, and internal service delivery to business, through good governance practices and principles.

To align and provide expert and specialist advice on compliance risk strategies in order to achieve overall organizational business objectives.


JOB REQUIREMENTS

Minimum Qualification & Experience Required
Relevant Honours / Postgraduate Diploma (NQF 8) AND 10-12 years' experience in an IT Governance, Risk and Compliance environment, of which 3-4 years ideally at IT specialist level

Relevant Bachelor's Degree / Advanced Diploma (NQF 7) AND years related experience in an IT Governance, Risk and Compliance environment.

  • Ensure timeous communication on progress and challenges in achieving divisional and business unit goals to all relevant stakeholders.
  • Analyse and make recommendations about improvements to specialist systems, procedures, policies and practices.
  • Contribute to the optimum utilisation of organisational resources, advising on effective planning and development of area of specialisation resource plans.
  • Develop multiple practices in alignment with operational policy and procedural frameworks, supporting tactical development and excellence.
  • Draw on own technical or professional expertise, knowledge & experience to identify & recommend tactical solutions to defined problems in practices.
  • Influence and communicate across business areas impacted by practice area to minimise resistance and ensure onboarding of new thinking.
  • Integrate business information, compare, analyse & produce reports to identify trends, discrepancies & inconsistencies for decision making purposes.
  • Optimise goal achievement through tactical strategy development and optimisation of practises, processes & systems across an internal value chain.
  • Plan for valueadded, continuous multiple practice and system improvement optimisation to deliver on objectives and to enhance tactical excellence.
  • Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives, developing best practice solutions.
  • Recommend changes to optimise processes, systems, practice areas and associated procedures and execute the implementation of change and innovation.

  • Develop and/or align governance and compliance policies in own practice areas to identify and manage risk exposure liability.

  • Provide specialist knowhow, support, advice and practice thought leadership in area of expertise.
