Job Purpose

The Department of Infrastructure, Western Cape Government has an opportunity for a suitably qualified and competent Engineer to manage and supervise the operational use of the declared road network in terms of mobility, access, compliance with legislative doctrines, and the usage and preservation of road reserves.

Minimum Requirements

An appropriate Civil Engineering Degree [B Eng/BSc (Eng)] or relevant qualification; Six years post qualification engineering experience required; Compulsory registration with ECSA as a professional engineer; A valid code B driving license.

Key Performance Areas

Development and maintenance of road use management strategies; Management of the impact of spatial planning on the declared road network; Evaluation of development proposals affecting the road network; Development of Arterial Management Plans; and Liaison with various stakeholders in the transport infrastructure planning environment; Manage and ensure that a thorough evaluation of planning and design by others is done according to sound engineering principles and according to norms and standards and codes of practice; Approve engineering works according to prescribed norms and standards; Human capital development: Ensure training and development of production engineers, technicians, technologists and candidate engineers to promote skills/knowledge transfer and adherence to sound engineering principles and codes of practice; Manage and Supervise the engineering work and processes; Administer performance management and development; Office administration and budget planning: Manage resources and prepare and consolidate inputs for the facilitation of resource utilisation; Ensure adherence to regulations and procedures for procurement and personnel administration; Monitor and control expenditure; Report on expenditure and service delivery; Research and development: Continuous professional development to keep up with new technologies and procedures; Research/literature studies on engineering technology to improve expertise; Liaise with relevant bodies/councils on engineering-related matters.

The following will be advantageous: Recent and relevant public sector experience focusing on roads and transport infrastructure; Applicable management experience in transport infrastructure, roads planning and/or design; Experience in the preparation and/or evaluation of Traffic Impact Studies and/or Arterial Management Plans; Experience in the evaluation of traffic impacts on transport infrastructure due to land use changes; Further formal studies or courses, especially in Traffic Engineering or Transport Studies; and Experience, supervision and a sound understanding of technical matters across various engineering design stages for multidisciplinary projects with a special focus on the interface between land use and road management.

Competencies

Knowledge of the following: Traffic analysis and assessment of traffic studies and proposals; Transport planning legislation and environment to include: National Land Transport Act (Act 5 of 2009); Spatial Planning and Land Use Management Act (Act 16 of 2013); Road Access Management Guideline and Arterial Management principles.

Skills needed: Manage and Preparation of written proposals and submissions; Written and verbal communication; Analytical; Evidence-based decision making; Self-management to include planning and organizing of self, sub-ordinates and projects; Customer focus and responsiveness; Conflict management; Problem analysis and solution development; Proven computer literacy (MS Office); People management; Change management; Willingness to travel on a regular basis; and Ability to work under pressure.

Remuneration

Grade A - All-inclusive salary package of R per annum (OSD as prescribed).

Note on remuneration: to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
