**Head of Departments - 36 Months**

**Purpose of the Role**

Provide strategic, technical, and coordination support to the Eastern Cape Departments of Human Settlements and Public Works & Infrastructure, ensuring seamless planning and execution of integrated programmes across the built‑environment portfolio during the 7th Administration.

**Key Outcomes**
- Integrated & collaborative provincial framework aligning DHS & DPWI with national, provincial, and local infrastructure strategies.
- Provincial Immovable Asset Master Plan and investor‑oriented Development Plan approved.
- Improvement strategies for departmental priorities, catalytic projects, and mixed‑mode developments adopted and under implementation.
- Special‑focus strategies delivered (GBVF shelters, closed‑school repurposing, Ocean’s Economy, Eastern Cape Seaboard, Priority Development Areas, MSME support, EPWP alignment, local material supply).
- Robust governance, monitoring, evaluation, and reporting system operational.

**Core Responsibilities**

**1 Strategic Planning & Framework Development**
- Lead the Joint Theory of Change (ToC) exercise and craft the Integration & Collaboration Framework. Formulate governance structures for inter‑departmental coordination. Establish and maintain the Programme of Action (PoA) with milestones and KPIs.

**2 Programme & Project Management**
- Manage execution of the PoA and oversee delivery of all Bill‑of‑Quantities work‑packages. Coordinate site visits across all district municipalities; ensure issues are logged, tracked, and resolved. Chair project steering committees; prepare agendas, minutes, and decision dashboards.

**3 Technical Advisory & Content Development**
- Draft the Provincial Immovable Asset Master Plan and revenue‑focused Development Plan. Produce improvement strategies for DHS/DPWI priorities and for catalytic projects. Develop specialised strategies/plans: GBVF accommodation, closed‑school rehabilitation, Ocean’s Economy, Seaboard Project, Mixed‑Mode Development, Priority Development Areas, Local Material Supply, MSME support, EPWP collaboration.

**4 Stakeholder Engagement & Communication**
- Design and launch the Communication & Stakeholder Engagement Plan. Facilitate consultations with provincial departments, municipalities, SOEs, investors, and community structures. Present progress reports to Political Principals and Treasury as required.

**5 Monitoring, Evaluation & Reporting**
- Develop M&E framework aligned to provincial performance system. Produce monthly progress dashboards, quarterly performance reports, and close‑out reports.

**Qualifications & Experience - Compulsory**
- Master’s degree in Business Administration or Public Administration or Economics.
- +10 years of experience in Large‑scale infrastructure or human‑settlements project/ programme management in Public Sector.
- Proven development of strategic frameworks, asset master plans, and M&E systems.
- Strategic thinking & systems integration
- Programme & project management (Prince2 / PMBoK)
- Stakeholder facilitation & negotiation
- Financial & commercial acumen
- Policy analysis & report writing
- Change management & organisational development
- High resilience and ability to work across dispersed sites
