Operations Evaluation Specialist

The purpose of the role is to evaluate projects, programmes and funding activities of the DBSA, in line with the strategic deliverables. Provide support and input into the design of development impact indicator baselines and targets, as well as be responsible for evaluating the delivery of project/programme targets by systematically, objectively and rigorously assessing the design, implementation and results of an ongoing or completed development intervention.
**Key Responsibilities**:
***Provision of Economic Information and Development Results Coordination**
- Conduct research and compile evaluation reports and present evaluation findings to management to guide the Bank in working towards delivering on its mandate and targets, enabling the Bank to track and deepen its development impact.
- Provide independent advice/indicator design input and opinion on Operations Evaluation matters at concept/design stages of projects/transactions and implementation (executing) stages.
- Assist in the development, research and review of sectoral, regional, project and programme indicators and measures.
- Provide support for the implementation of evaluation-related Bank systems and the development results reporting framework.
- Conduct special ad-hoc evaluation and output assessments.
- Compile regional, sectorial and thematic reviews/ evaluations.
- Contribute and produce a and other development reports.
- Follow up on evaluation action plans that emanate from evaluation findings, action plans and recommendations, to ensure increased efficiency and effectiveness of the organization.
- Provide support to investment teams in the completion of development results templates, monitoring reports and project completion reports and conduct field visit verifications.
- Contribute to capacity building of the Monitoring & Evaluation function, both internally and externally to the organisation by conducting capacity training and developing courses.
- Represent the DBSA at external stakeholder events and engagements.
- Contribute towards the Operations Evaluation Unit deliverables and outputs, including report writing and development of presentations as required to be presented to internal and external stakeholders.
- Contribute to Knowledge Management in ensuring the capturing of Lessons Learnt that emanate from evaluation findings which include presenting the lessons learnt to the investment teams and management.
**Key Measurements of Outputs**
- Delivery of research/evaluation/development results reports and presentations on time and of a high standard.
- Undertake evaluations and output assessments and produce high-quality reports.
- Produce concise, reasonable and implementable recommendations.
- Approved deliverables, by OEU management, within the agreed time frames.

- Skilled in the use of advanced/complex analytical techniques.

- Through an in-depth understanding of the business environment, reviews outputs of analysis to identify anomalies and draws conclusions, relating these to operational circumstances.

- Has a thorough understanding of research methods and is able to utilize these for a range of research projects.
- Analyzes reports and data produced by other individuals or organisations and extracts relevant details to support the project at hand.
- Produces a range of options for consideration, and understands the implications of the various options.
- Able to use computerized research methods and mathematical techniques to support research requirements.
- Recognizes and highlights the risks to the organisation, based on his/her analysis of research results.
**c) Financial Acumen**
- Makes sound financial decisions after having analysed their impacts on the organisation, partner agencies, and community.
- Effectively prepares budgetary submissions and forecasts for own department.
- Knows the internal and external factors that impact on resource and asset availability.
- Is able to interpret management account reports in an operational/commercial context and take action as appropriate to maximize revenues and control costs.
