**BACKGROUND**:
The Collaborative Africa Budget Reform Initiative (CABRI) is an intergovernmental organisation that provides a platform for peer-learning and exchange for African ministries of finance, budget, and planning. Since its inception in 2009, CABRI has investigated what works, what doesn’t and under which circumstances from the perspective of the Public Financial Management (PFM) practitioner. CABRI understands that context matters, and acts as a catalyst for change within countries.

Through its work, CABRI continues to strive to achieve its vision that:

- Across Africa, public financial resources are managed with integrity, transparency and accountability for efficient and effective service delivery, sustainable economic growth, and development._
- CABRI is recruiting a Head of Operations - equivalent to a Chief Operation Officer position. _

**DUTIES AND RESPONSIBILITIES**:

- Report to the Executive Secretary (ES), regarding all developments, challenges, and accomplishments within his/her scope of responsibility.
- Ensure the system-wide implementation of CABRI’s policies and procedures and that all service activities operate consistently and ethically within the mission and core values of CABRI.
- Produce reports, review and edit work of team members.
- Ensure coherence within all programmes and divisions of CABRI’s work. Support the work carried out by different work units and provide overall guidance and direction.
- Develop systems for periodic performance analysis and targets, result-based work plans, and the execution/implementation of budgets.
- Provide strategic guidance on improving CABRI’s Rules and Procedures through regular revisions of systems and procedure manuals, see to its regular applicability, and recommend areas for updates and improvement.
- Manage, guide, develop, and train staff under his/her supervision.
- Plan and supervise the activities of the service areas of his/her scope of responsibilities according to the established organisational processes.

**Additional responsibilities**:

- Financial Management and Accounting including budgeting, audits and financial reporting.
- Human Resource Management including advising the Executive Secretary on HR policies, personnel planning and management.
- Stakeholder Liaison Management including support to donor funding partner requirements.
- Events Management including event management processes and support to the events team.
- Office Management - overall operational leadership on procurement, IT strategy and maintenance, document management, internal meetings, and coordination.

**REQUIREMENTS**:

- Advanced University degree (Master’s level) and technical know-how required in business or public administration, finance, information systems, accounting, or related area.
- Minimum of (10) ten years of progressively responsible experience in managing Information Systems or Operations or related area r.
- Experience working in an international organisation or public sector.
- Willingness to relocate to Pretoria, South Africa where the CABRI Secretariat is located.
- Fluent in English. Knowledge of French strongly favourable.
