City of Cape Town Professional Officer - SCM (CTS)
**Requirements**:

- B Degree /B Tech Degree in Finance / Supply Chain or

related field
- Minimum of 6 years extensive SCM acquisition/ procurement

experience required, with a minimum of 2 years at
supervisory level
- Municipal Finance Management (MFM) certification would

be an advantage
- Must be able to work outside normal working hours on event

days
Key Performance Areas
- Co-ordinates, manages and controls the Supply Chain

Management functions associated with Demand and
Acquisition Management
- Aligns procedures, systems and controls; and executing

policy requirements to ensure all activities are consistent
with CTS’s SCM policy
- Supports the implementation of CTS’s tender and demand

management strategy
- Provides guidance, training and support to staff on the

communication sequences associated with the Demand
Management cycle etc.
- Implement the development of demand management plan

and associated, processes and procedures
- Provides guidance, tactical and pro-active thinking and

leadership to the section
- Ensure the timely development of the Procurement/Demand

Plan and submission to the Head for consideration
- Assist with the detection and prevention of irregular

expenditure
Provide management reporting for strategic decision
making regarding the demand plan
