**THE PHVP PROGRAMME**

The CSS programme implements the Preventing HIV/AIDS in Vulnerable Populations (PHVP). The goal of the PHVP programme in Gauteng, is to contribute towards HIV epidemic control by enhancing the quality, comprehensiveness and sustainability of care and support services to improve resilience, health and wellbeing of Orphans and Vulnerable Children, Adolescents and Youth (OVCA&Y) and Adolescent Girls and Young Women (AGYW), in line with the South African Government (SAG)’s strategic goals for health and social development. HIVSA’s implementation model is embedded in capacitating and strengthening Department of Social Development (DSD) funded Community Based Organisations (CBOs) to utilise a robust case management system and structured evidence-based interventions to provide holistic services to communities, OVCA&Y and AGYW. HIVSA implements the PHVP programme in the Johannesburg, Tshwane, and Sedibeng.

**Main Purpose of the Position**

With guidance from the M&E Coordinator and M&E Project Manager, the M&E officer will be responsible for the implementation of MERL and verification activities at site level. The M&E officer will be expected to implement and track the programme performance using the M&E tools and provide mentorship and support to site M&E Champions to ensure sites report accurately, timeously, and reliably the achievements against targets. The M&E officer is responsible to conduct weekly data quality assurance (DQAs) together with the M&E Coordinator or M&E Project Manager and quarterly routine data quality assurance (RDQAs); to ensure quality improvement (QI) is implemented at site level and HIVSA level and to report achievements and challenges timeously weekly, monthly and quarterly as per developed structure. The role involves close collaboration with the CSS Program teams, Partners and other key stakeholders.

**Key Performance Areas**:

- Provide M&E training and mentorship to site/CBO staff, in particular CBO M&E Champions, to ensure effective implementation of M&E activities.
- Capacitate the PHVP Programme team, both at HIVSA and site levels, on the effective administration and utilisation of CBIMS
- Track programme performance at site level using standardised M&E tools and ensure targets are met timeously; these targets should be aligned to allocated gender and age disaggregation in the Comprehensive, Preventive, and DREAMS streams of the Programme, and taking into account the inclusion of 25% C/ALHIV in the Comprehensive Stream
- Compile and submit weekly site performance reports and Dashboards to PHVP staff, both at HIVSA and site levels
- Play an active role, alongside the programme team, in the development and implementation of strategies, procedures and protocols that ensure that site level targets are tracked, monitored and reported on timeously.
- Conduct weekly data validation checks for allocated sites/CBOs to ensure data accuracy and completeness.
- Conduct, in collaboration with the programme team, monthly routine data quality assessments (RDQAs) and quarterly data quality assessments (DQAs)
- Related to the above, conduct routine beneficiary verification at each allocated site/CBO; this involves verifying every beneficiary at enrolment prior to data entry into CBIMS and thereafter conducting quarterly beneficiary verification activities targeting all beneficiaries participating in the Programme.
- Actively participate in the monthly Quality Improvement (QI) meetings conducted in allocated sites/CBOs, as well as the implementation of Site Improvement Monitoring Systems (SIMS)
- Assist in the establishment and maintenance of effective and efficient records management system at allocated sites/CBOs, including filing and archiving of programme data.
- Identify areas, processes and/or tools that require review (and adjustments) and make necessary recommendations for improvement to the M&E Coordinator
- Maintain client confidentiality.
- Comply with data integrity and security policies.
- Cultivate effective communication and collaboration with other team members, which includes joint redress of programme challenges and joint problem solving.
- Attend relevant internal and external meetings related to the overall implementation of the programme.
- Actively participate in stakeholder/partnerships engagement and management
- Drive self and team members to sites and meetings using HIVSA fleet.
- Undertake any other tasks relating to CSS and the PHVP Programme as requested by management.
