TechnoServe has been competitively selected by Anglo American to deliver a Youth, Enterprise, and Supplier Development program at their South African Mining operations. The initiative offers the opportunity to deliver transformative economic change by supporting local youth to start up their own businesses and get jobs, and supporting local enterprises to grow their businesses to the next level. The initiative will look to drive broader development across the mining, agricultural, tourism, and retail sectors to support local economic development. Once fully scaled, the initiative aims to support 10,000 jobs across 8 locations. This will be a global flagship initiative in proving the impact of shared value initiatives: namely how business can make investments that both deliver value to shareholders and deliver meaningful impact to individuals and communities in their areas of operation. TechnoServe is delivering this Youth, Enterprise, and Supplier Development initiative through a network of hubs, operating under the Anglo American Zimele brand name. The hubs are located across 4 provinces in South Africa. TechnoServe is employing a team of 9 to 12 staff to operate each hub. Each hub will deliver business acceleration services (training, mentorship, business development, access to finance, linkages to market opportunities, etc.) to eligible youth and entrepreneurs within a 50-kilometer radius of the hub through three program pillars - Youth, Enterprise, and Supplier Development.

The role of the Senior M&E Manager, will be a high quality manager who will be accountable to provide the strategic assistance, technical oversight and effective supervision and implementation of the monitoring and evaluation framework of mainly the Anglo American Zimele program. This role will also from time to time advise the country platform on monitoring and evaluation frameworks for new programs. Specifically:

- Manage, train and coach the Data Compliance Officer to ensure that all Anglo program data is captured and analyzed accurately across BBBEE audits, Means of Verification (MOVs) for revenue and jobs
- Provide strategic insight and advise on best practice in the field of monitoring and evaluation to the Anglo project staff at TNS and other stakeholders involved in the Program to ensure effective adaption management
- Development and implementation of the Monitoring and Evaluation Standards and Framework for the program and the SA platform as requested by new programs
- Develop and implement a learning agenda for the Anglo program
- Lead the development and implementation of data collection tools for Anglo with support from Data Compliance Officer
- Monitoring of all project activities, outputs and progress towards anticipated results
- Working with data platforms, databases and select technologies to capture and organize data
- Training of field and other staff in the Monitoring and Evaluation processes (particularly hub administrators) and provide strategic guidance on data quality and M&E standards.
- The Senior M&E Manager is part of a high-caliber program management office (PMO Anglo American Zimele) and South Africa country platform that supports the program teams to deliver a program of outstanding quality in a consistent way within the time framework as per the contract with our client(s)

**Key responsibilities will include**:
**Planning**
- Providing expertise in M&E planning and methodology for the program on an annual basis to ensure consideration of strategic, operational and project measures
- Participating in and providing support to the project design activities, including development of the project framework (Results framework, Templates, Log framework) for Anglo
- Participating in and providing support to the project design activities, including development of the project framework (Results framework, Templates, Log framework) for new programs
- Develop and implement a M&E plan
- Determine performance and impact indicators for the project
- Provide support with the proposal development for M&E components
- Partner with client (Zimele Implementation Manager and M&E Manager) to ensure alignment in terms of reporting requirements

**Analysis & Reporting**
- Determine the data analysis procedures and use of quantitative and qualitative tools
- Supervise and ensure data quality (cleaning, sorting, categorizing and organizing data) is maintained in accordance with the master data standards to maintain accurate reporting
- Supervise the analysis of quantitative and qualitative data
- Summarize findings and provide strategic guidance on adaptive management options to improve program
