Integration, Monitoring and Evaluation Specialist

**Job Advert Summary**:
Rand Water is currently looking for an Integration, Monitoring and Evaluation Specialist, at their Head Office in Glenvista, Johannesburg South. The successful incumbent will be responsible to ensure the timeous provision of the integrated information across its life-cycle for monitoring and evaluation in Bulk Water Services (BWS) to enable effective evidence-based decision making, monitoring and performance management purpose, by ensuring appropriate system(s), processes and practices are in place and effective, and that trustworthy data/ information is sourced, integrated and utilised from all relevant sources across Rand Water.

**Minimum Requirements**:

- At least a 3-year qualification (NQF 7) in Information or Statistical Management or Information Systems/ Technology.
- A formal qualification in Data/ Information Management, Data Analytics or Business Intelligence is desirable.
- A formal qualification in development and public sector monitoring and evaluation would be advantageous.
- 10 years’ experience in information/ data or information systems management
- Good experience in managing staff
- Extensive knowledge of the national and international water sector is desirable
- Specific requirements: Extensive knowledge on the policies and strategy issues related to the provision of bulk water services is desirable
- Experience in working with the National Water Department and LocaI Government is desirable

**Primary Duties**:

- Collaborate with the relevant Rand Water digital technology and information functions to plan, design, develop/ procure, implement, commission, maintain and administer an effective and integrated Monitoring Information Systems Solution.
- Ensure that the monitoring and evaluation business requirements and needs are identified, defined, prioritised and agreed, as well as that the systems solution satisfies the requirement and needs by reviewing the system specifications/ designs and testing the systems solution.
- Ensure the effective use of the systems solution by providing a 1st level support and education services to the users of the system solution.
- Ensure appropriate cyber security for the systems solution by defining and reviewing user access, user accounts and user access designs/ specifications for the systems solution, as well as requesting any access or user account changes from the relevant digital technology function.
- Ensure that that systems solution continuous to satisfy the requirements and deliver value, by identifying, specifying and requesting the digital technology function(s) to correct any systems defects/issues or enhance the systems solution, when needed.
- Ensure that the integrated monitoring systems solution ensures improved, timeous and effective evidence-based decision-making and management of the bulk water services by defining and agreeing on the business case for systems solution improvements and projects.
- Ensure that BWS monitoring and evaluation digital technology solution remains up to date and enables the business plan by remaining up to date on digital technology and information trends, the monitoring and evaluation strategy and future needs, and identify, prioritise, plan and propose new system solutions and projects.
- Ensures that all reports generated by the monitoring system solution, are trustworthy and meet the
requirements of BWS, by defining the specification, as well as testing, assessing and addressing any defects or improvement with the relevant digital technology function.
- Develop/ improve, review and assess the processes, roles and responsibilities and standard operating procedures for data and information management for the Integration, Monitoring and Evaluation (IME) Unit, as well as align the systems solution to the processes/ procedures, by collaborating with the monitoring and evaluation specialists in BWS and collaborating with the Business Process Management team in the IT function
- Ensure the trustworthiness or quality data used for monitoring and evaluation in BWS through the analysis, reconciliation, verification and validation of the data used at the required and/or regular intervals, and by identifying anomalies and addressing it with the relevant data source/ function or the relevant digital technology function.
- Determine, document and agree on data and information flow by conducting information analysis.
- Involved in the development of plans for the management of information for monitoring and evaluation in
BWS.
- Contribute to the improvement of the BWS monitoring and evaluation framework and plan through effective information management.
- Ensure that the divisions in BWS have adequate plans in place to collect and produce the required information for monitoring and evaluation, decision making and performance management.
- Prepare reports to present the improvement measures and findings on the information systems requirements for Bulk Water Services at the pre-defined freque
