**_ Position Purpose:_**
- The Portfolio Manager Health will be responsible for developing, directing, and managing the Health Portfolio, focused on

ensuring that what works with the Phelophepa project continues as it is effectively providing primary healthcare services to

communities without access.
- An important part of the health portfolio’s focus will be to create more permanent community structures through clinics for the

provision of healthcare to increase the efficiency of Phelophepa and support effective community building and job creation.
**_ Position outputs:_**
- Restructure Health Portfolio to align with new Foundation strategy
- Manage the continued implementation of the Phelophepa project and ensure greater efficiency in its implementation
- Work with Transnet Property to identify buildings available for repurposing towards establishing permanent clinic structures

beginning with communities where Phelophepa cannot easily reach
- Manage stakeholder relationships and build partnerships working with the Fundraising portfolio and Transnet Property to

ensure an effective model and strategy is being implemented towards building the clinics
- Manage the needs analysis process in communities to identify where priority will be placed for clinics Manage media

coverage of Phelophepa trains with the support and continued engagement of Transnet Group Communications
- Oversight of train staff to ensure stock management, patient care, service reports, and community engagements
- Developing effective systems to ensure accountability on the budget spend as well as building better reporting measures to

ensure openness in governance processes within the Foundation’s portfolios
- Establish value adding and sustainable partnerships to leverage resources with government departments, reputable

non-profit organisations, community-based organisations, donors, and corporate partners
- Ensuring availability of detailed monthly financial reports (including reports to external sponsors)
- Develop marketing strategies and procedures that will enable the Phelophepa trains to reach targets and ensure timeous

communications to beneficiaries
- Build and develop relationships with the Department of Health externally, and Transnet Freight Rail internally to ensure

planning of Phelophepa routes
- Manage the reporting process and collection of monitoring and evaluation data
- Manage reporting timelines in line with annual reports and responding to annual internal and external audit requirements.
- Budget planning, allocation, and monitoring of the portfolio in liaison with the Finance Manager
- Implement effective control systems for the health programmes to ensure compliance with corporate governance and risk

management
- Drive and implement the monitoring of strategic and operational plans for the Transnet Foundation Health portfolio including

the expansion of the portfolio’s strategy as well as management of occupational health practices
- Draft, negotiate, and monitor the implementation of contracts for the portfolio
- Support monitoring and evaluation team to ensure monthly, quarterly, and annual reporting of project progress
- Manage portfolio team and ensure implementation of projects by providing oversight of the Project Manager and Project

Administrator
- Ensure functional management of all ongoing projects and contribution of the portfolio to the Monitoring and Evaluation work

in building impact measurement systems
- Internal stakeholder engagement focused on Operating Divisions and monitoring their community needs related to the

health portfolio
- Ensure effective reporting of project impact across the portfolio to contribute to the Transnet Foundation Annual Report
- Oversight of the project manager and project administrator who form part of the portfolio in the implementation of the

strategy. Ensure that direct team members and reports are delivering on outcomes.
