Our Client based in Pretoria area is looking for Deputy Director: Monitoring, Evaluation and Learning

**Qualifications**
- National Diploma / Degree in Economics, science and technology including engineering, business or any related postgraduate degree
- A Master’s Degree / PHD is an added advantage

**Experience**
- At least 3 years’ experience in STI policy and or research environment at an ASD or supervisory level
- Publishing of one or more papers on any area is an added advantage
- Experience in Government processes and procedures is an added advantage

**Knowledge**
- Good knowledge and understanding of the National System of Innovation (NSI)
- Good knowledge and understanding of the socio-economic policy processes
- Good knowledge and understanding of STI research and statistical methodologies
- Exceptional knowledge and understanding of STI, social and economic indicators

**Skills**

**Duties & Responsibilities**:
**1. **STI-economic impact** : *

a) Facilitate the development of knowledge-based economy measurement framework, arrange related stakeholder workshops
- Approved socio-economic inputs regarding STI areas for consideration by NACI in relation to SA business

b) Investigate and analyse criteria used by firms to decide where to invest and locate their R&D
- Report on investment and location of R&D

c) Investigate the role and contribution of STI to economic growth and competitiveness
- Approved report on quantitative and qualitative socio-economic estimates

d) Analyse the value or impact of STI investment on the economy
- Consolidated stake-holder inputs on social and economic innovation initiatives that improve the

socio-economic measures of the society to ensure sound and credible research content

e) Analyse the relationship between STI and SMMEs development, township and informal economy development
- Strategy document on developmental priorities advice on how to eradicate poverty in SA

**2.** Inclusive and sustainable socioeconomic development : *

a) Explore, monitor and assess the role and contribution of STI in range of areas such as:

- STI for green economy and transition to low carbon:

- R&D-led new industrial development and economic competitiveness initiatives;
- Technology balance of payment:

- Entrepreneurship and the development of knowledge driven SMMEs and industrial platforms
- Reports submitted on the role and contribution of STI

**3. **STI advisory mechanism** : *

a) Contribute towards the generation of advice recommendations from key socio-economic related findings of evidence-based studies
- Advisory reports

b) Examine and recommend how to address low uptake and local procurement of STI outputs in the public and private sectors

c) Examine and recommend how to address inadequate financing of the system exacerbated by low private

sector R&D investment
- Relations maintained and directives or resolutions implemented in view to promote sound employee/employer relations

**4. **Stakeholders consultation, networking and management** : *

a) Identify, motivate, and participate in local, continental and international collaborations or STI policy platforms
- Informed and engaged stakeholders

b) Represent NACI in the fields of science, technology and innovation nationally and internationally

c) Develop policy papers and present to stakeholders in the national system of innovation (NSI) nationally

and internationally

d) Facilitate dissemination of all reports after Advice Letters have been presented to Minister

e) Collaboration in international research, consulting and network projects

**5. **Stakeholders consultation, networking and management**:
a) Identify, motivate, and participate in local, continental and international collaborations or STI policy platforms
- Effectively coordinated workshops

b) Represent NACI in the fields of science, technology and innovation nationally and internationally
- Stakeholder buy-in and inputs

c) Develop policy papers and present to stakeholders in the national system of innovation (NSI) nationally and internationally
- Facilitate dissemination of all reports after collaboration in international research, consulting and network projects
- Quality-based participation in science policy, both locally and internationally (paper presentation)

d) Advice Letters have been presented to Minister
- Advice letters
