PURPOSE OF THE JOB:
To manage individual and collective relationships in the institution through the implementation of good employee relations practices that enable the achievement of institutional objectives, compliant with the legislative framework and appropriate to socio-economic conditions.
The Deputy Director: Employee Relations and Wellness will ensure that a safe and healthy work and social environment is created and maintained in order to enable employees to perform optimally while meeting all health and safety legislative requirements and other relevant wellness good practices in support of the achievement of institutional objectives.
The Deputy Director: Employee Relations and Wellness will also provide specialist advice, guidance, support and representation with regards to legal compliance and other employee relations duties to the management of the institution.
The incumbent will be responsible to:
- Provide inputs into the development of relevant strategic solutions for the effective management of employee relations and wellness in the workplace
- Operationalise the HR Strategic Plan in the Employee Relation and Wellness division
- Provide input into the development of the annual departmental implementation plan and calendar
- Ensure the division achieves its targets as indicated in the HR strategic and business plan relevant to the division
- Provide complete progress reports and analysis of the division’s performance to the HR: Director on a regular basis
- Ensure compliance to legislation, regulations and national policy directives applicable to the Human Resources function
- Design, develop and review divisional policies (employee relations and wellness), guidelines and procedures and the implementation thereof
- Comply with the UP-HR risk register and audit requirements
- Oversee the implementation of UP HR transformation requirements through amongst others supporting, motivating, communicating and managing of change in division
- Provide leadership in the division by modelling a high-performance culture and enhancing the HR Department and division’s professional image
- Prepare and monitor the division’s budget by providing annual budget requirements for the division and ensuring costs are maintained within the budget allocation
- Provide effective people management in the Employee Relations and Wellness Division
- Ensure adequate first line support to HR Business Partners (HRBPs) by developing all relevant employee relations training and orientation material in collaboration with Learning and development for HR Business Partner development
- Provide and oversee the provision of effective internal support to line managers
- Ensure accurate document and information management on all employee relations and wellness cases and issues identified including inter alia, case management, identification of high-risk cases, etc:
- Provide advice to executive and line management in relation to case law, new and current legislation, employee relation issues and impending risks
- Coordinate and ensure effective and legally compliant disciplinary process within UP
- Ensure effective enhancement and maintenance of a healthy and productive workforce through a confidential, professional wellness and support service to the UP employees
- Develop, maintain and execute employee wellness strategies and initiatives
- Establish and manage a professional service provider network to provide employee wellness services as and when required
- Manage and oversee the management of compliance with agreements through the monitoring and facilitation of relations and communication with trade unions/staff association
- Manage policy updates and compliance monitoring including:
- Revising policies and procedures based on the outcomes of negotiations or legal rulings
- Audit policies and procedures on an on-going basis to ensure compliance with legislation and negotiations
- Monitor implementation of policies and procedures through compliance reviews
- Provide feedback on non-compliance issues with mitigating recommendations
- Ensure the administration of an annual employee relations climate survey which identifies appropriate interventions.
MINIMUM REQUIREMENTS:
- Honours’ degree or post graduate qualification in Labour law, Labour studies, Industrial Sociology, Human Resource management;
