**OVERALL DUTY**:
Accountable for Implementation, Management & Control of the Company Health & Safety Management System in compliance to
HSSE requirements and standards on site as prescribed by the Company, Legal and the associated Client.
**TARGETS & OBJECTIVES**:
ASSURANCE OF COMPLIANCE OF HSSE STANDARDS (LEGAL & CLIENT) ON SITE **NOTE**: SPECIFIC **SMART OBJECTIVES** WILL BE SET BY THE GROUP HSSE MANAGER AND/OR CLIENT.
**EXPERIENCE**:
The **HSSE Co-Ordinator** must have at least 5 years of Construction Health & Safety Experience. Note that at least 2 years of which must be in the Petrochemical Field related to HSSE.
**FORMAL MINIMUM COMPETENCIES: (PRE-REQUISITES)**
- Registered SACPCMP Safety Officer
- A minimum of SAMTRAC or higher qualification.
- Incident Investigation Course
- Hazard Identification & Risk Assessment Course
**ROLE AND RESPONSIBILITIES**:
- Assurance elements include,_
(1) Custodian of the controlled documentation used to describe the Company HSSE-MS implementation framework.
(2) Assisting line managers (specifically lead project, project and construction managers) with the interpretation of local HSE legislation and Client requirements (including HSSE-MS).
(3) Proposing initiatives to sustain commitment to HSSE.
(4) Providing specialist support and advice on HSSE issues, including performance standards and priorities.
(5) Assisting line managers with the implementation of HSSE policies, objectives and action plans.
(6) Assisting with the measurement and reporting of performance against action plans, including HSSE assurance and verification.
(7) Providing specialist input to line management activities, e.g.:
- Maintenance of an effective HSSE-MS covering activities within the Business;
- Audits of compliance with the HSSE-MS;
- HSSE training of staff within the Business;
- Custodian of appropriate emergency response procedures templates (including for excavation/structure collapse, spill, collision, falls, plant, medical emergencies etc.) and provide assistance to the project management team in their development for each project.
(8) Collecting and collating of HSSE incident reports, facilitating analysis of root causes and providing support in formulating corrective actions.
(9) Supporting line management in communication/dealings with external interested parties concerned with HSSE (including the client, contractors and suppliers where required).
(10) Proactively advising line managers on best practice and ensure that this is shared where applicable (e.g. through HSSE Alerts on lessons learnt etc.).
(11) Participating in all Programme level HSSE meetings and monitor the minutes of project HSSE meeting minutes providing feedback where required.
(12) Update the HSSE-MS and contractor HSSE package in light of feedback from project personnel, contractors and suppliers.
(13) Provide support and advice during Construction and Design management process audits. Provide HSSE input into procurement process (including L3 & supplier pre-qualification, selection and management).
(14) Provide support and advice during procurement audits on L3’s and suppliers.
(15) Perform an internal review of this Programme HSSE-MS once a year.
(16) Perform an internal audit of the Clients PTW system against the procedure once a year.
(17) Ensure all records and evidence is maintained in the Organisations's Electronic Document Management Systems
(18) Provide guidance & training to appointed consultants, suppliers and contractors.
(19) Compiling reports related to HSSE performance on a monthly and weekly basis to the Company Group HSSE Manager and Client where required.
**CORE OPERATIONAL AREA**:
The HSSE Co-ordinator shall be based at the Company offices with planned and/or Adhoc site/project travel; however, should the
need arise, it would be required of the HSSE Co-ordinator to be at site/project for longer periods; or as per Operational requirements.
