Specialist: Procurement Operations

**Core Description**:
Responsible for driving the transformation of procurement operations through a combination of process improvements, well defined work instructions, training manuals, technology enablement and continuous development of value-added services and solutions. Operationalises the procurement operations element of the COE to support the entire Telkom Group and onboarding of additional scope as and when needed.

**Responsibilities**:

- Drive continuous improvement and operational excellence to realise group economic efficiencies across the Telkom Group as well as across the outsourced providers.
- Strong focus on delivery with the ability to lead cross functional teams, outsourced providers, as well as supporting the Telkom Group and its subsidiaries.
- Must manage complex and dynamic environment which is always changing and evolving.
- Facilitate, drive and implement procurement best practices and standards.
- Develop & implement KPI’s and manage exceptions across the group.
- Facilitate procurement related training sessions across the outsourcing providers, subsidiaries, BU’s.
- Compile plans, processes, work instructions, training material and how to guidelines to provide an enabling environment to drive continuous improvement.
- Establish measures and controls to ensure and track successful implementation of plans in alignment with the overall KPI framework. Track SLA’s and implement amendments/additional measurements when needed.
- Manage risk through continuous review of the P2P Group environment and mitigate risk.
- Project manage procurement related transformational projects/solutions/initiatives across the Group
- Track customer satisfaction and compliance and continuously address performance barriers and efficiency improvements.
- Strong people leadership, internal and external customer relationship builder key to deliver required transformation.
- Support Procurement audit reviews across the group and mitigate any audit findings. Identify risks and implement controls proactively

**Required Certification**:
Preference will be given to:

- CIPS or equivalent purchasing and supply chain qualification.
- Prince2, PMP or equivalent project methodology

**Qualifications**:
3-year degree / diploma (NQF level 6) preferably in Purchasing/Supply Chain/Information Management or Business Commerce.

**Experience**:
5 Years of transformational programme and project management experience, at least 2 years of which should have been in Procurement. Proven experience and success in the delivery of business process optimisation initiatives in large corporates.

- A skilled communicator who can articulate Telkom's Procurement objectives in a clear and compelling way that immediately generates excitement, enthusiasm and a commitment to team members, peers, and external partners.
- Management skills that allow for instant credibility with employees, peers and both internal and external customers Content Management; Reporting & Procurement Controlling; Procurement Applications & Master Data Management; Operational Contract Management.
- An understanding of the Preferential Procurement Framework Act, NDP, NIPC, ICT sector guides and B-BBEE codes will be an advantage.
- Able to work through ambiguities by using data and facts, while making sound business assumptions to remove dependencies.
- Self-motivated, committed, effective and able to work flexibly. Must possess tolerance and requires a demonstrated ability to function independently, accurately and to tight deadlines.
