An excellent opportunity has become available to join a leader within the Consulting / Mining industry, as a PMO Project Controls Manager. The role is based in the Gauteng area.

**Responsibilities**:
- **Project Selection**
- Oversee the development of schedules for the project pipeline.
- Oversee the development of budgets for the project pipeline.
- **Initiating**
- Develop and agree with the PMO and Principal the required intermittent reporting - and meeting/s requirements. In addition, confirm the content, format and frequency of the reporting and meetings. Publish the project reporting calendar showing cut-off dates, submission due dates and issues dates.
- Set up and initiate project controls according to the Project Management Guideline and Investment Development Method.
- Oversee the development of the project budget and project schedule for the Project Set up Pack (PSP).
- **Planning**
- Oversee the estimating and planning section development for the Project Management Plan with all its appendices (According to Project Management Guideline).
- Attend risk assessments and HAZOPs.
- Contribute to quantitative risk assessments.
- Oversee integration between the Control Budget Estimate (CBE) and the project execution schedule.
- Ensure that 100% rule is applied, and all detail reflected in the scope of work and quotations are reflected in the CBE and execution schedule.
- Oversee benchmark analysis on rates.
- Ensure that provision and allowances are made for, with limitations as per the IDM requirements, to ensure that the cost allowances for a project to be safe execution.
- Oversee the explanation of any cost used in the CBE by the Cost Engineer to the Capital Excellence Team (CET).
- Oversee the explanation of any durations used in the execution schedule by the Planner/Planning Coordinator to the Capital Excellence Team (CET).
- **Executing, Monitoring & Control**
- Develop the project controls baselines for each project.
- Support the project manager with progress reporting against cost and schedule baseline including schedule updates, forecast to complete and variances. Including earned value methodology, CPI, SPI, CV and SV.
- Develop and maintain a contingency and a savings drawdown report.
- Check and scrutinise all the EPCM hours and ensure that the hours aligned with the approved schedule and approved manpower plan.
- Provide project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, and risk management.
- Support schedule/cost integration, governance, formats, plan optimisation, and project controls best practices
- Monitor and control schedule and budget compliance in respect of the project’s contractual obligations.
- Attend the project kick-off meeting.
- Develop and maintain a resource and cost loaded schedule for each project.
- Managing the Project Control resources allocated to the project by leading and directing sub-ordinates so that they are motivated and have access to the required resources in order to meet the work objectives set for them.
- Managing any resources that are allocated to the project/s to ensure that they are motivated and have access to the required resources to meet the project objectives set for them.
- As and when require must be able to present and/or support the PM, and/or PMO with any requirements and detail at SIB Investco, PMC etc.
- **Handover and Close-out**
- Contribute to lessons learned.
- Oversee close-out of all planning and budget deliverables.
- Contribute to Technical Close-Out of the project.
- Contribute to Contractual Close-Out of the project.
- Contribute to Administrative Close-Out of the project.
- Contribute to a Post Investment Report to be completed by the client if required (Business improvement projects only).
- **Safety, Health & Environment**
- Adhere to site specific Safety, Health Environment (SHE) Requirements.
- **Governance**
- Confirm and ensure that the project authority delegation matrix are developed and in place. When approved by the Project Manager the PCM will ensure that all relevant stakeholders will be updated on the matrix.
- Manage project controls according to SIB Project Management Office policies, procedures and systems.
- Manage project control audits with regards to policies, procedures and systems.
- Ensure that the project controls are compliant within the legal framework established
- Ensure compliance in terms of SIB Framework regarding contractual issues.
- Manage customer and client relationship (external, internal and cross discipline interfaces).
- Report on own Key Performance Indicators (KPIs) that will be develop with the PMO.
