Human Capital Officer

**The purpose of this role**:
To provide comprehensive administrative support to the Human Capital (HC) teams across all Human Capital functions. This role involves close collaboration with the National Human Capital Manager and Head of Human Capital to ensure the delivery of high-quality service to the business. Key responsibilities include, but are not limited to, managing and distributing personnel documentation, supporting recruitment processes, overseeing employee benefits, generating reports, maintaining departmental policies and procedures, and addressing queries.
Additionally, the role plays a vital part in aligning the company's Human Capital and Industrial Relations (IR) processes with its Vision and Mission, ensuring all employment activities comply with South African Labour Law and related regulations.
**Key Responsibilities**:
- To provide comprehensive administrative support to the Human Capital (HC) department and respective business units:
**Recruitment**
- Assist the HC department in screening applicants for vacancies.
- Advise business units on market-related packages for advertised roles.
- Request dummy payslips when required.
**Employee Take-On**
- Review payroll input packs for accuracy and completeness.
- Submit payroll inputs by the required deadlines.
- Prepare and distribute employment contracts.
- Collate new employee checklists and ensure personnel information is accurately captured in relevant systems.
- Facilitate the electronic filing of new and existing employee information.
**Benefits**
- Submit and follow up on claim withdrawals and related queries.
- Facilitate benefits plan evaluations and changes, including plan analysis.
**Terminations**
- Collate exit interviews and identify trends.
- Submit monthly employee termination lists to IT.
**Employment Equity (EE)**
- Prepare and submit annual consolidated EEA2 and EEA4 reports via the Department of Labour’s platform within the required timeframe.
- Participate in shared services EE forums.
- Provide monthly EE statistics to relevant business units.
- Monitor EE and Workplace Forum activities, ensuring divisional meeting minutes are electronically accessible for audits. Alert management to significant issues.
**Policies**
- Ensure only current Human Capital policies, procedures, and processes are electronically accessible to the business.
- Update policies and procedures annually.
**Reports**
- Collate and submit monthly divisional BBBEE scorecard data, including Employment Equity statistics, procurement information, training records, and socio-economic and enterprise development spend.
- Prepare and submit monthly DIVCO reports covering headcount, staff movement, IR activity, disciplinary actions, labour litigation, and Employment Equity progress.
- Develop and update HC department processes and procedures.
- Maintain departmental records.
**General Administration**
- Create or annually update job descriptions, job profiles, and skills audits.
- Distribute payslips, benefit statements, and bulk employee communications as required.
- Issue Long Service Certificates for all business units on a monthly basis.
- Ensure prompt and accurate payment of third-party suppliers to the HC department.
- Coordinate the annual declaration submission and filing process.
- Assist HC department management with ad hoc Human Capital projects.
- Schedule monthly HC forum teleconference meetings, including minute-taking and distribution.
- Manage employee information within VIP People (HR module) for accurate reporting.
- Submit payroll information regarding employment benefit changes, including salary, job title, car allowance, or other adjustments.
- Maintain accurate and easily retrievable Human Capital records.
**Queries**
- Respond promptly to internal and external telephonic and electronic queries.
- Relay queries to the appropriate personnel as needed.
**Training**
- Coordinate regional induction sessions.
- Collaborate with the Human Capital Administrator to organize training for the National Shared Services branch.
**Special Projects**
- Assist with the coordination, tracking, and execution of HR projects.
**IR and ER Support**
- Provide support for Industrial Relations (IR) and Employee Relations (ER) functions.
**Must have qualifications and knowledge**:
- Grade 12 / Matric plus relevant tertiary qualification Dip/ Degree in Human Resources Management, Industrial Relations, Labour Relations
- Code 8 Drivers Licence
- Degree in Psychology, Industrial Psychology or related qualification is an advantage
- Working knowledge of Kerridge
- Minimum of 5+ years experience in similar environment with primary responsibility of benefits administration, and support of other functional areas in Human Capital.
- Required to travel within South Africa
- Excellent computer literacy skills in Microsoft Office, particularly Excel and Word
