We are seeking a highly skilled and experienced Deputy City Manager to lead our Community & Emergency Services cluster. This is a permanent position that offers a challenging opportunity for professional growth and development.

The successful candidate will be responsible for providing strategic leadership and direction for the Cluster in the following functional areas: Health Services, Parks, Recreation and Culture, Agro-Ecology, Moses Mabhida Stadium, Security Management Services, Fire and Emergency Services, Safer Cities, Disaster Management, and Metro Police, and other related community services.

Key Responsibilities:
  • Develop and implement strategic plans through the formulation of short, medium, and long-term service delivery plans.
  • Provide visible, supportive, and effective leadership for the Cluster and drive performance to ensure achievement of the Cluster's business plan.
  • Implement systems, policies, procedures, and practices to manage and guide the delivery of strategic plans of the Cluster.
  • Guide and understand the management of risk for the municipality within the area of responsibility and analyze internal audit reports when considering risk.
  • Ensure an analytical and methodical structuring of projects and project planning for adequate control over projects.
  • Establish and maintain effective and relevant external stakeholder relations and ensure stakeholder consultation.
  • Support the implementation of financial and performance reporting in order to obtain the optimum level of assurance from the Auditor-General.

Requirements:
  • Bachelor's Degree in the Social Sciences or Health Sciences, Public Administration, Law, or Law Enforcement field (NQF Level 7) or any relevant qualification.
  • Registration with the relevant professional body.
  • A certificate of minimum municipal competencies from an accredited institution or obtainable within 18 months from date of appointment.
  • Valid motor vehicle driving license.

Experience: At least 8 years experience at a management level, of which at least 5 years must be at middle management level.
