**Reports to - Executive**: Aviation Safety Operations

**Overview**:
To ensure proper maintenance of all aircraft registered in the Republic, to ensure the existence of structured, comprehensive, and effective

systems with adequately qualified and competent resources to undertake certification/approval and conduct continuous oversight functions of design, manufacturing/production, maintenance organisation and aeronautical products.

**Education**:
**Minimum**:
Relevant Engineering Degree (NQF7) ,
**or **Diploma in Aviation Safety Management with trade qualification (e.g., Aircraft Mechanic or Structural Worker or Avionician
**or **Radiotrician or Electrician)
**or **Equivalent qualification

**Ideal**:
Degree in Aeronautical Engineering/Aircraft Maintenance Engineer (AME)
- Transition from Technical Specialist to Manager training
- **Training (On the job training should the present incumbent leave)**

**Minimum**:

**Ideal**:
Knowledge of relevant ICAO SARPs and Aviation Regulations

**Minimum Experience Required**:

- Management Experience - 5 to 7 years
- Relevant Aviation Technical Experience in Maintenance/ Engineering - 10 Years

**Direct subordinates Reporting into the position**:

- Manager: Airworthiness Engineering
- Manager: Aircraft Maintenance Organisations
- Manager: Aircraft Registration and Inspection

**Key Responsibilities/Detail of the Position**:

**Legislative responsibilities (25%)**:

- Exercise the powers delegated in terms of the legislation; authorise, vary, or withdraw certificates, licenses, permits and approvals in respect of aircraft, its operation and flight operations.
- Initiate regulatory review and submission to CARCOM.

**Planning (15%)**:

- Develop annual oversight plans and safety promotion plans.
- Develop and monitor mentoring plans.
- Scope to include both local and foreign based organisations.

**Financial Planning and Control (10%)**:

- Develop accurate activity revenue and costing, planning and budgets.

**Operational Management (15%)**:

- Define the scope of oversight requirements, scope of work, and resources required, schedule work program and control performance.

**Liaison and Policy (10%)**:

- Compile an effective and realistic Manual of Procedure.
- Represent the Authority in negotiations and liaise with stakeholders and industry bodies

**Communications and Safety Promotion (10%)**:

- To project a satisfactory image of the organisation to all stakeholders.

**Management of Direct Reportees (15%)**:

- Manage key performance areas of directly reporting personnel to ensure achievement of their agreed objectives.
