Creative is seeking a Deputy Chief of Party (DCOP) for the anticipated Southern Africa Mobilizing Investment (SAMI) Activity. SAMI will focus in (1) Mobilizing catalytic capital to establish sustainable investment flows into sectors that were previously underserved by investors; (2) Developing the capacity of fund managers that would traditionally have difficulty accessing capital, (3) Working with financial and non-financial intermediaries to identify and perform the due diligence necessary for bankable investment opportunities and (4) Facilitating connections between U.S. and Southern African capital providers.

The DCOP will supervise and support field operations team consisting of HR, logistics, IT, security, and administrative staff across the region. The DCOP supports the COP to ensure that impacts are achieved and that deliverables are provided on time.

**Responsibilities**:
**Primary Responsibilities**:

- Supports COP in all operations tasks and duties; serve as acting COP as needed
- Supervises field operations team including HR, logistics, IT, security, and administrative staff across the region;
- Ensure streamlined operations systems in line with Creative and donor rules and regulations;
- Ensure an in-depth awareness of operational issues in the context of Southern Africa regional countries;
- Responsible for program compliance with USG rules and regulations, and Creative policies and procedures.
- Work with the COP to improve implementation processes throughout the project;Represent the project in local, national, and international meetings and events in the absence of the COP; andAssist in the identification, recruitment, and management of consultants, and sub awardees.

Qualifications**:Required Skills & Qualifications**:

- Master’s degree in project management, accounting/financial management, or related field and at least eight years of relevant experience; or a bachelor’s degree in a relevant field and at least ten years of relevant experience;
- At least six years of work experience with operations, logistics and subcontracts with a Contractor or international NGO managing an office or program in Southern Africa;
- Excellent project management, leadership, and supervisory skills;
- Strong knowledge of USG donor regulations as they relate to grants and contracts;
- Experience with economic growth and private sector development within the Southern African Development Community (SADC) region preferred;
- Excellent communication skills and fluency in written and spoken English.
