**Essential Duties and Responsibilities**:
To provide post-contract commercial management of medium value/medium risk activity and pre-contract activity within the scope of work of the project delivery team, providing specialist commercial advice, guidance, and recommendations to mitigate commercial risks but are not limited to:

- Monitor, manage and report on all commercial aspects of allocated projects, flagging issues and proposing mitigation actions at the earliest opportunity to the Project Manager and/or Program Manager (functional reporting line).
- Support with Supplier Management activities such as Review Meetings to influence contractor’s commercial behaviors, delivery and activity.
- Identify and advise on all commercial risk/claim events.
- Produce appropriate commercial correspondence and contractual notices for issue in accordance with contractual conditions. Make sure commercial records are retained and archived properly upon closeout.
- Liaise with clients and ensure cash income.
- Work towards annual efficiency targets and deliver continuous improvement across the function.
- Ensure the project is delivered in accordance with the contract
- Assess contract programs and minimize risk and liability
- Provide accurate cost advice and financial reporting to the client
- Compile and agree to final accounts with the client
- Control sub-contractors and contract conditions of the contract
- Liaise with clients to minimize and reduce the risk of liability
- Management of Commercial Team.
- Manage and negotiate with the various suppliers on the contract.

**Education and/or Work Experience Requirements**:

- Membership of a relevant professional institute, chartered status
- possess strong communication skills, computer proficiency, and the ability to work under pressure and meet deadlines.
- Have at least 20 years of experience, 10-15 years of experience in similar projects, and developed interpersonal skills.
- Be knowledgeable about labour laws, have proven negotiation abilities, establish credibility, and be willing to travel as needed.
- Demonstrable commercial awareness
- Good understanding of the construction/railway industry
- Good negotiation skills
- Good Excel skills
- Demonstrable experience with stakeholder management
- A good understanding of contract document preparation, contract management processes and procedures
- Experience in assisting in the handling of claims and disputes
- An understanding of commercial and financial reporting within a project, programme or portfolio environment
- A good understanding of construction contracts and Bills of Quantities and their respective preparation
- A good understanding of works measurement and valuation, including the cost and value reconciliation of contractor and/or subcontractor accounts, preferably within a rail environment
- A broad experience in all commercial management and contract administration aspects of various construction contracts from inception to completion.
- A working knowledge of procurement techniques and contract forms.
- An understanding of commercial and financial reporting within a project, programme or portfolio environment
- A strong and detailed quantity surveying knowledge base throughout all pre and post-construction phases
- Driving License.
