**Position Summary
The Technical Support Services (TSS) Activity helps USAID/South Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID’s largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

Panagora seeks a Quality Improvement (QI) Advisor to provide strategic input, support and manage deliverables and performance of Panagora’s various teams. This role is essential to ensure Panagora provides continued excellent work to USAID. The QI Advisor will work closely with project managers to provide technical QI assistance aimed at improving the quality of services that HIV and TB clients access with a key focus on the treatment cascade and reaching the ambitious 95-95-95 targets. This could be achieved through activities including utilizing data and analysis to understand performance; providing insight and analysis on how to decrease the target gap; facilitating meetings; coaching the site support team; problem solving in a supportive manner; highlighting best practices; bringing solutions and resolution. The QI Advisor will participate in developing support QI materials and tools, to be used by Panagora, District Support Partners (DSPs) and USAID teams. The QI Advisor will, if and when appropriate, design and deliver QI on
- the job training and facilitate knowledge-sharing workshops; co-develop training(s) and/or materials with team members and other Panagora advisors providing technical assistance to DSPs that can be used to improve results and outcomes.

**Primary Responsibilities
- Identify and write up 3-5 best practice summaries per quarter
- Develop the Quarterly Partner newsletter in conjunction with your USAID-South Africa Health Office POC
- Develop a Monthly internal newsletter in conjunction with your USAID-South Africa Health Office POC
- Lead the development of district, provincial and partner one-pagers that are refreshed on a set frequency
- Where appropriate, reinvigorate QI methodologies and practice in Panagora’s daily work
- Lead the QI Collaborative initiative in conjunction with USAID South Africa Health Office
- Provide clear technical guidance and pragmatic suggestions for QI on health systems strengthening/ process flows to improve health outcomes/ target achievement;
- Document best practices for scale-up across Implementing Partners (IPs)
- Provide guidance on how to scale-up best practice QI initiatives across varying types of facilities (e.g., high volume, low volume, PHC vs CHC vs hospital)
- Other tasks as assigned.

**Requirements**:

- A completed Master’s degree in public health, international development or related field.
- A Masters level (or higher) training in social work, sociology, public health, social and sciences behavior or related field required.
- A minimum of eight years of experience with a strong preference for experience in Quality Improvement (QI) of health systems and experience of working for Implementing Partners and USAID.
- Experience working with donor-funded programs
- Demonstrated QI experience in the field, particularly with supporting complex field-based challenges
- Familiarity with HIV/AIDS and ability to interpret results for programmatic decision making/prioritization. Strong communication skills, both oral and written. Ability to communicate highly technical public health information to a wide variety of audiences.
- Excellent interpersonal skills and ability to work with individuals from diverse professional backgrounds and in a multicultural setting.
