The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements.

The agency also undertakes the programme and project management for development of housing and human settlements.

The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

**Main Purpose of Job**
The primary objective of the Audit and Risk Management Committee is to assist the Accounting Officer

to discharge his/her duties in respect of audit and risk management with the ultimate aim of achieving the Agency objectives.

**Qualifications & Experience**
- A CA (SA) registered with The South African Institute of Chartered Accountants (SAICA)
- Relevant Degree in Risk Management required
- The applicant is required to be affiliated with the relevant Professional bodies namely, the Independent Regulatory Board for Auditors (IRBA) and/or the Institute of Risk Management South Africa (IRMSA)
- At least 5 years’ experience as an Audit and Risk Committee member
- Proven expertise in audit principles, processes, compliance management, accounting, governance as well as risk management
- Extensive knowledge of internal controls, public sector reporting and compliance processes
- Excellent experience and knowledge of public sector legislation in working with the PFMA /SCM legislation/Public Finance and public entities

**Key Responsibility Areas**:

- Provide an oversight role on the review and monitoring the implementation of the audit and risk management framework, policy, charter and strategy within the Agency
- Provide guidance on integration of risk management into planning, monitoring and reporting processes
- Provide advice/guidance on setting and the review of the risk appetite, tolerance levels, and anti-fraud measures
- Assist the Committee in conducting its activities in terms of the Public Sector Risk Management Framework, PFMA, Audit and Risk Committee Charter and King IV Report on Corporate Governance
- Provide proper and timely reports to the Accounting Authority on the state of risk management, together with aspects requiring improvement accompanied by the Committee’s recommendations to address such issues
- Perform any other duties of the Audit and Risk Management Committee as specified in the terms of reference (Committee Charter)
- Report annually to the Executive Authority through the Audit and Risk Committee.Conditions of service: The HDA is an equal opportunity employer. Appointments will be made in accordance with the HDA EE policy. The HDA reserves the right not to make an appointment.
