Role Purpose
Develop and implement the skills development strategy, nationally, across the Health business for all licenses. Manage skills development within Momentum Health Solutions in an effective and efficient manner by ensuring integrated practices, processes, and programs, whilst ensuring compliance with all legislative requirements and alignment to B-BBEE and SETA requirements.
Requirements
Minimum of a 3-year Diploma/ Degree in Human Resources or related field.
Skills Development Facilitation accreditation (mandatory).
OD-ETDP (Occupationally Directed Education Training Development Practice) level 5 certification (advantageous).
10 - 15 years experience as a Skills Development expert in an insurance or financial services environment.
3-5 years of learning and development experience.
Knowledge of relevant legislation (e.g. Skills Development Act, Skills Development Levies Act, Employment Equity Act (Codes of Good Practice related to the Employment Equity, and Broad-Based Black Economic Empowerment, Labour Relations Act, and the South African Qualifications Authority.
Exposure to Skills Development strategies (e.g. learnerships, skills programmes, Education and Training Quality Assurance, skills levies, and Insurance Sector Education and Training Authority (INSETA) functions).
Established relationships in, at least the INSETA and Health Sector Education and Training Authority (SETA).
Duties & Responsibilities
**External landscape**
Keep abreast of trends, legislation, and best practices within the skill development field in order to optimise service delivery.
Analyse the National Skills Development Strategy (NSDS) and Insurance Sector Education and Training Authority (INSETA) Sector Skills Plan (SSP) and collaborate with stakeholders to develop strategies and solutions that address the requirements of the NSDS and SSP.
Build and maintain relationships with external stakeholders.
Deliver on service level agreements made with external stakeholders in order to ensure that client expectations are managed.
Engage effectively with professional bodies to align programs and registrations to the required practices.
**Internal support**
Analyse the B-BBEE requirements and the current state of the Health business to develop strategies to deliver on the required BEE skills development level for the business.
Ensure that skills development strategies and practices address the future skills requirements of the business.
Determine an appropriate skills audit system to identify the skills needs of the business and support the execution of the skills audits in support of enabling business objectives.
Conduct needs analysis for the business in accordance with business objectives and in collaboration with the HR team compile a Workplace Skills Plan (WSP) that addresses the needs of the business in line with the Momentum Metropolitan Holdings (MMH) framework and standards.
Manage and facilitate the Health Training Committee in order to create a platform for discussion and communication for skills development planning and implementation, training priorities, and focus areas.
Support and coordinate the professional development programmes and events for professions such as Chartered Accountants and Actuaries.
Effectively manage the bursary programme, to ensure provision of financial support to scarce skill learners, as well as ensuring the absorption of these learners into entry-level roles.
Provide support to the training team on the various programmes across MMH.
Facilitate the measurement of Return of Investment (ROI) metrics and report on metrics for the various group-wide functions.
Ensure learning throughout the group-wide functions is accurately and timeously captured.
Collection and consolidation of training data and ensuring data integrity.
Contribute to continuous innovation through the development, sharing, and implementation of new ideas.
Provide input into the risk identification processes and communicate recommendations in the appropriate forum.
Influence the organisational culture and infrastructure to support People with disabilities.
**Relationship Management**
Collaborate with Human Capital teams and business stakeholders to determine business learning requirements and gaps in alignment with Organisational Strategy.
Advocate skills development within the business and coach and guide the HR team and business stakeholders regarding skills development.
In partnership with managers, develop and track the implementation of the WSP and provide advice on learning interventions to meet the requirements of the WSP.
